Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin,Shutty,and Trask met in closed session for labor negotiation via Zoom from 9:00 a.m.to 10:00 a.m. Mark Neary,Mary Ransier,Nichole Wilston,Cabot Dow,and Lindsey Smith were also in attendance. 10:00 A.M. Housing Authority Board Interview Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • The Commissioners interviewed Becky Cronquist for the Housing Authority Board. Approved to move forward to appoint. 10:05 A.M. Parks Advisory Board Interview Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • The Commissioners interviewed Dennis Hamilton for the Parks Advisory Board. Approved to move forward to appoint. 10:10 A.M. Superior Court—Paddy McGuire Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Paddy discussed the Homes First Memorandum of Understanding revision to raise the management fee by$100 a month from$1,000 to$1,100 effective February 1,2023. Approved to move forward. 10:15 A.M. Assessor's Office—Patti McLean Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Patti requested the conversion of an Appraiser Analyst position to a Senior Appraiser Analyst position. Tabled. 10:20 A.M. Support Services—Mark Neary Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Mark shared a request from Thurston-Mason Behavioral Health Administrative Service Organization(TMBH-ASO)for Mason County to waive the right of first refusal for the sale of their facility parcel no.32019-61-02005. Mason County would be reimbursed part of the original investment from the proceeds. Tabled. • Diane Zoren shared the National County Government Month proclamation. Approved to move forward. • Diane discussed the Resolution selecting the Shelton-Mason County Journal as the official County newspaper. Approved to move forward. • John Taylor shared the Fiscal Year 2022 Emergency Management Performance Grant (EMPG)contract for$39,012. Approved to move forward. • Jennifer Beierle presented the February 2023 Financial Report. Current Expense revenue $5,917,049 at 14%;last year$4,518,131 at 11%. Treasurer Department receipt$2,975,101 at 10%;last year$2,211,428 at 8%. Current Expense expenditure$7,367,903 at 16%;last year $6,530,737 at 15%. Special and Other Fund expenses$7,496,022 at 10%;last year $8,371,586 at 10%. • Mary Ransier requested the temporary promotion extension of Corrections Support Officer (CSO)Brad McQuade to Alternative Sentencing Unit(ASU)Coordinator from March 16, 2023 through May 17,2023. Approved to move forward. • Mark discussed expanding the County Administrator's level of authority to include documents to correct scrivener's errors,credit card program documents,and documents from the Washington State Liquor and Cannabis Board. Approved to move forward. • Mark shared a proposal from CGI Digital to do a video tour for Mason County at no cost. • Mark discussed a letter of support to the Senate Transportation Committee regarding the State Route 3 Freight Corridor project in Belfair to continue with the original schedule. Tabled. 10:50 A.M. Public Health—Dave Windom Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Melissa Casey shared the space agreement for the Women,Infants,and Children(WIC) Office with Public Hospital District No. 1 located in the Shelton Family YMCA. Approved to move forward. • Melissa discussed the Homeless Response System written standards and sharing the Housing Contract Guidance Manual with updated standards on the County website. Approved to move forward. • Melissa shared the Request for Proposals(RFP)application for Homeless Response Grants news release. Approved to move forward. • Ian Tracy discussed the contract amendment with the Department of Ecology for the Solid Waste grant to add a total of$40k including a 25%match. The match is covered by tipping fees. Approved to move forward. • Ian shared that reviving the solid waste abatement fund may help with the many solid waste issues in Mason County. Some properties are vacant while others the owner does not have the physical or financial means to clean up the property. Funding is being shifted to be able to hire an additional Solid Waste Code Enforcement position. Dave added that Foundational Public Health Services(FPHS)funding can be used for the abatement fund,but additional staffmg is needed. Putting a lien on the parcel is one option. Lisa Frazier added that abatement liens get added as property taxes,if the taxpayer does not pay the lien within three years the property becomes foreclosable and suggested a grant approach instead. • Ian discussed an issue with code infractions. The$250 fee does not include State mandated assessment fees that must be included on tickets. The County Code may need to be amended. 11:05 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Loretta shared that the Long-Haul Solid Waste contract is being reviewed and a draft Request for Proposals is being created. • Loretta gave an update on the Day of Caring free dump vouchers,the address for United Way is 790 E Johns Prairie Road,Shelton. • Loretta shared that she will give an update on American Rescue Plan Act(ARPA)funds at the next briefing.
