Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin,Shutty,and Trask met in closed session for labor negotiation via Zoom from 9:00 a.m.to 10:00 a.m. Mark Neary,Mary Ransier,Nichole Wilston,Cabot Dow,and Lindsey Smith were also in attendance. 10:00 A.M. Auditor's Office—Steve Duenkel Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Steve shared that the Information Security Grant could provide up to$80,000 per year for up to three years. 2023 funds must be spent by June 30 and an active Albert Monitoring Sensor must be installed on the County network. Approved to move forward. • Leo Kim requested to send staff to the Tyler Connect/Munis Conference for the cost of $2,400. Approved to move forward. 10:10 A.M. Assessor's Office—Patti McLean Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Patti pulled her item for later discussion. 10:15 A.M. Clerk's Office—Charles Rhodes Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Charles requested an Extra Help budget line. Mary added the employee cannot exceed certain number of hours due to Union contract. Approved to move forward. 10:20 A.M. Community Development—Kell Rowen Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Marissa Watson discussed short-term rental regulations. Demonstrations and information sessions were scheduled with companies that assist jurisdictions in regulating short-term rentals. Kell added that Grays Harbor just implemented regulations and did a Request for Proposals(RFP)to solicit and encourages the County to do the same since there are not enough staff to run this program. Approved to move forward with drafting an RFP. 10:30 A.M. Support Services—Mark Neary Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Diane Zoren shared an application from Lindsey and Blake Mason to be park hosts for Sandhill Park in Belfair. Approved to move forward. • Diane shared a Parks Advisory Board application from Kathleen Geist. Approved to appoint. • Diane shared the National Public Health Week proclamation. Approved to move forward. • Diane shared the National Public Safety Telecommunicators Week proclamation. Approved to move forward. • Mark discussed designating the Economic Development Council as the Associate Development Organization(ADO)for Mason County. Approved to move forward. • Mark shared that the Thurston-Mason Behavioral Health Organization request to waive right of first refusal for sale of TMBH-ASO facility is no longer needed. 11:00 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. Page I 1 • Mike Collins requested to replace Resolution 43-19 County Road Project 2020 for Old Belfair Highway to update new project limits. Original estimate included extension of an existing structural plate aluminum arch culvert as well as improving the roadway geometrics which is no longer needed. Approved to move forward. • Loretta shared a draft letter to the Senate Transportation Committee regarding the State Route 3 freight corridor. Approved to move forward. • Loretta discussed the Public Works American Rescue Plan Act(ARPA)funds use which included sewer pump station no.3,solid waste yard goats,and sewer extensions.
