Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin, Shutty,and Trask met in closed session for labor negotiation via Zoom from 9:00 a.m.to 10:00 a.m. Mark Neary,Mary Ransier,Nichole Wilston,Cabot Dow,and Lindsey Smith were also in attendance. 10:00 A.M. Sheriff's Office—Tami Beyer Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Chief Beyer discussed the business office remodel in the Sheriffs Office to centralize staff and help with continuity for about$85k. Cmmr. Shutty shared concerns regarding REET funding. UndersheriffAdams suggested using funds from unfilled salary positions. Tabled. • Chief Hanson discussed a prisoner housing contract with Lewis County for a daily rate of $92.40 for general population inmates and$110.88 for inmates who require individual housing. This would be for emergency purposes. The contract with Nisqually still has not gone through. Approved to move forward. 10:15 A.M. Public Health—Dave Windom Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Melissa Casey discussed the Community Lifeline shelter program grant amendment for an additional$57,235 to increase shelter bed capacity from 35 beds to 50 beds. Approved to move forward. 10:20 A.M. Support Services—Mark Neary Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Diane Zoren shared the Child Abuse Prevention Month proclamation. Approved to move forward. • Diane discussed the MasonWebTV amendment for a Zoom-only rate of$25 per hour. Approved to move forward. • Mary Ransier discussed the results and cost estimate of County employee Flexible Spending Accounts(FSA). This would allow for a maximum election of$3,050 for healthcare and $5,000 for daycare. County refundable deposit would be$11,120. Kickoff date could be as early as June 1. Approved to move forward. • Mary requested to add Section 8.14 Discipline/Corrective Action to the Mason County Personnel Policy. Approved to move forward. • Mark discussed the opioid settlement agreement with Allergan,CVS,Teva,Walgreens,and Walmart. Approved to move forward. • Mark shared the first quarter review of documents signed by the County Administrator. 10:50 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Mike Collins discussed County Road Project 2049 North Shore Road,Lil Shoe Fly culvert replacement project at milepost 8.10. Approved to move forward. • Mike requested to get a Hydraulic Engineer involved in the Belfair-Tahuya Road schoolhouse culvert project. The culvert is full of aggregate. Page I 1 • Loretta gave a quick summary on the House and Senate Transportation Budget which includes funding for the State Route 3 Freight CorridorBelfair Bypass. The County Road Administration Board(CRAB)is opening two additional positions for transportation funding and grant writing.
