Vuecrest Dr. Union, WA 98592 February 22, 2023 Mason County Department of Health Services 415 N 6th St Shelton, WA 98584 RE: Jollie Bean's Espresso and Ice Cream Commercial Holding Tank, Parcel#32127-53-00175 Dear Inspector: The Jollie Bean's Espresso and Ice Cream will be a new business opening at 2100 E Mason Lake Rd., Shelton, WA 98584. The applicant currently wants to install a Commercial Septic Holding Tank to service the proposed espresso stand. The holding tank is to be a 1,200-gallon minimum, single compartment tank with (2) lids and risers to the surface. It shall not have an outlet. The tank is to have a high-level alarm and the owner will set up a contract with a local septic pumping company for regular pump-outs. See attached intent letter signed by the operators. The business will be drive-thru only and have no customer restrooms or customer area inside the building. One to two employees are anticipated to work the stand, depending on volume. Anticipated usage/flows are as follows: Drive-Thru Espresso & Ice Cream flow calculated at 0.40—0.60 gallons per customer Anticipated average traffic: 100 customers per day Total anticipated Flow: 40-60 gallons per day The holding tank will be installed by a certified Mason County installer and an as-built will be submitted after the installation is complete. Simply, the HTSS provides a means to collect and temporarily store sewage from a facility or dwelling, for subsequent removal and transport to an approved treatment and disposal site. Depending upon the facility served or the particular set of circumstances surrounding the use of a HTSS, the expense of sewage pumping, hauling, and disposal at an approved facility can be very costly, especially on a long-term basis. In addition, the potential for operationallmanagement problems with resulting public exposure to raw sewage is significant. For this reason, use of a HTSS must be closely regulated by the local health agency. A HTSS is an on-site sewage system that incorporates a holding tank, the services of a sewage pumper/hauler, and the off-site treatment and disposal of the sewage generated at the site served by the HTSS.
