WHEREAS, members of the Board of Directors of the Economic
Development Council have been designated by the Mason County Board
of Commissioners as the Overall Economic Development Plan (OEDP)
Committee for Mason County, Washington; and
WHEREAS, the OEDP Committee has assisted Mason County in
prioritizing possible infrastructure improvements to enhance
economic sustainability throughout Mason County; and
WHEREAS, President Clinton' s Economic Adjustment Initiative
for the Pacific Northwest and Northern California is soliciting
eligible projects for funding; and
WHEREAS, eligibility for funding must be demonstrated by a
prioritization of projects; and
WHEREAS, the OEDP Committee has recommended a list of projects
which updates the list reflected by Resolution 153-97 and reflects
current infrastructure needs and includes :
First Priority: Complete Belfair/Hood Canal Sewer Plan
($ 40 , 000) . Large portion of proposed service area is located
in an Urban Growth Area as designated in the recently adopted
Mason County Comprehensive Plan.
Second Priority: Correct City of Shelton I & I sewer problems
($5 Million) .
Third Priority: Extension of Shelton Sewer & Water to
Corrections Center ($7 . 5 million) .
Fourth Priority: Renovation of Baja Building at the Port of
Shelton ($360, 000) .
Fifth Priority: Improve rail loading and off loading
facility at John' s Prairie ($350, 000) .
Sixth Priority: Widen Wallace Kneeland Interchange ($1 . 5
Million) .
Seventh Priority: Renovation of Building 1 at the Port of
Shelton ($1 . 6 Million) .
Eighth Priority: Paving for forest products industry
infrastructure for stormwater control and value-added
manufacturing ($389, 000) at Port of Shelton.
Ninth Priority: Electrical Utility Transmission and
Infrastructure (11 Million) .
Tenth Priority: Port of Hoodsport; New Marina ($300 , 000
approx. )
Eleventh Prioritv: Port of Allyn Water System Review Project
($20, 000) .
Twelfth Prioritv: New Water Source & Storage for Shelton
System Extension to Corrections Center ($2 million) .
Thirteenth Priority: Shelton Waste Water Treatment Plant
Modification & Improvements . ($3 . 5 million) .
Fourteenth Priority: Correct Finch Creek (Hoodsport Area)
septic tank problems ($500 , 000) .
Fifteenth Prioritv: Russelwood Sewer Improvements ($304 , 000)
Sixteenth Priority: Port of Shelton-Bldg 4 Septic System
Replacement . ($25, 000) .
Seventeenth Priority: Complete Port of Shelton Comprehensive
Plan ($81, 000) .
Eighteenth Priority: Preliminary engineering of Hwy 101
connector ($2 . 5 Million) .
Nineteenth Prioritv: Restoration of the Skokomish River (1
Million) .
Twentieth Priority: Remove Goldsborough Creek Dam ($3
Million) .
Twenty-First Priority: Construct Shelton Park and Ride
($175, 000) .
Twenty-Second Prioritv: Construct Belfair Park and Ride
($250, 000) .
Twenty-Third Priorit�r: Brown Fields restoration of Goose Lake
area ($250, 000) .
Twenty-Fourth Priority: Develop Overall Aquifer Recharge Area
Protection Plan for Mason County ($350, 000) .
Twenty-Fifth Priority: Fire District #5 Central Admin. ,
Repair and Training Facility ($1, 460, 000) .
NOW, THEREFORE BE IT HEREBY RESOLVED, that the Board of Mason
County Commissioners accepts the OEDP Committee' s recommendations
and amend the OEDP for Mason County to include these priorities and
request that the amended document be forwarded to the Region 10
office of the Economic Development Administration, U. S . Department
of Commerce, the Governor' s Interagency Timber Taskforce and the
Office of Forestry and Economic Development in Portland, Oregon.
