WHEREAS, the Hood Canal Coordinating Council, hereafter referred to as the Council,. was created in 1985 and charged with coordination, planning, and education regarding the protection, restoration and enhancement of water quality and related sources, including salmon, in the Hood Canal watershed; and WHEREAS, the Hood Canal watershed makes up the majority of the Evolutionarily Significant Unit (ESU) for the Hood Canal/Strait of Juan de Fuca summer chum salmon and a portion of the ESU for Puget Sound chinook salmon, both of which have been proposed for listing as "threatened" under the federal Endangered Species Act by the National Marine Fisheries Service; and WHEREAS, the Council has demonstrated its commitment to working toward healthy, sustainable, and harvestable populations of all Hood Canal Salmon stocks in the Hood Canal watershed by prioritizing salmon habitat restoration in its programs and activities and taking other steps to initiate the salmon recovery process- and WHEREAS, legislation passed in 1998 (ESHB 2496) provides the framework for the Council to carry out its salmon recovery obligations and the funding needed to proceed; and WHEREAS, the members of the Council voted unanimously on June 17, 1998 to adopt a Resolution designating the HCCC as "Lead Entity" pursuant to language in ESHB 2496 and defining the geographic scope of its habitat recovery efforts as all of the land and water within the hydrographic boundary of the Hood Canal watershed and that portion of Jefferson County that lies within the ESU for the Hood Canal/Strait of Juan de Fuca summer chum salmon and is currently pursuing partnerships with county, tribal, and municipal jurisdictions within the ESL that are outside the HCCC member governments; and WHEREAS, the Board of Mason County Commissioners is a member of the Council, supports its salmon recovery goals and objectives, and is signatory to the June 17, 1998 Resolution. 4 Resolution Hood Canal Coordinating Council Page 2 THEREFORE, BE IT RESOLVED that the Board of Mason County Commssioners fully supports the designation of the Hood Canal Coordinating Council as "Lead Entity" under ESHB 2496 and the geographic scope of its efforts and will fulfill its obligations as a cooperating member of the Council as it works to restore dwindling populations of wild salmon in the Hood Canal watershed.
