RESOLUTION NO. T-3 ---'19
A Resolution of the Board of County Commissioners of Mason County, State of Washington,
declaring the Board of Commissioners' intention to participate in the construction of a road in
Belfair, Washington that was identified in the "Mason County Comprehensive Plan" and referred
to as the "Bypass Cutoff."
WHEREAS, the "Mason County Comprehensive Plan" identified the "Bypass Cutoff" as being
necessary to provide added flexibility to the usage of the proposed Belfair Bypass; and
WHEREAS, the extension of the County Road Network into the Urban Growth Area above
Belfair will be necessary in conjunction with any efforts to make substantial development in the
upper Urban Growth Area, regardless of the construction of the Belfair Bypass; and
WHEREAS, the County has received and processed an application for a subdivision known as
HOOD CANAL HEIGHTS, which is located in the area anticipated for the "Bypass Cutoff,"
and
WHEREAS, the Developer of the subdivision known as HOOD CANAL HEIGHTS has agreed
to provide Mason County the right of way required for the construction of the aforementioned
"Bypass Cutoff," and
WHEREAS, the construction of said road to applicable County and State standards will exceed
the standards that would be required by the land development activity under the current Title 16
of the County Standards; and
WHEREAS, the Developer of the subdivision known as HOOD CANAL HEIGHTS has agreed
to cooperate with the Mason County Public Works Department in the construction of the
"Bypass Cutoff" to an expenditure equivalent to that which would be required of the subdivision,
and
WHEREAS, the cooperative construction of this road, at this time, will provide the residents of
Mason County a substantial cost savings.

NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Mason
County, State of Washington, as follows:
SECTION I:... The Board of Mason County Commissioners has determined the cooperative
construction effort by the Developer of HOOD CANAL HEIGHTS and the Mason County Public
Works Department, of an un-named road that was previously identified in the Mason County
Comprehensive Plan as "Bypass Cutoff," to be in the best interest of the residents of Mason
County due to the cost savings and the ultimate need to construct a County Road of this
configuration in or near this location.
SECTION H:...The Board of Mason County Commissioners hereby directs the Mason County
Engineer to participate with the Developer of HOOD CANAL HEIGHTS in the preparation of an
agreement that will subsequently result in the construction of a County Road built to a suitable
standard for the aforementioned road referred to as the "Bypass Cutoff." It is the further
direction of the Board of County Commissioners that Mason County Public Works Department
shall only be responsible for the cost associated with the differential between the proposed
standards required of the Mason County Public Works Department for road construction and the
standards as required of a developer as defined in Title 16 of the Mason County Standards.
