A RESOLUTION declaring the intention of the Board of County Commissioners to proceed to submit
the question of creating Lake Management District (LMD) No. 1 to the owners of property fronting Island Lake.
WHEREAS, the Board adopted Resolution No. 18-98 noting the intention to establish Lake Management
District No. 1 for Island Lake pursuant to Chapter 36.61 RCW and setting the public hearing on formation of the
same; and
WHEREAS, a public hearing was held on Friday, March 27, 1998, at Fire Protection District No. 11
Firehall, E 130 Island Lake Rd., Shelton, and input was received from the owners of Island Lake;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners for Mason
County as follows:
1. The Board of Mason County Commissioners finds that it is in the public interest to create LMD
No. 1, and that the financing of the lake improvements and maintenance activities within LMD
No. 1 as described herein is feasible.
2. Pursuant to RCW 36.61.070, the Board of Mason County Commissioners hereby submits the question of
creating Lake Management District No. 1 to the owners of land within the proposed boundaries of LMD
No. 1 for Island Lake.
3. The nature of the lake improvement or maintenance activities proposed is application of the aquatic
herbicide, into the lake by a licensed professional under permit issued by the Washington
Department of Ecology to eradicate Eurasian Watermilfoil, followed in subsequent years with
underwater surveys and spot treatment for as long as adequate funding remains.
The strategy and methods to accomplish these objectives are detailed in the Island Lake Eurasian
Watermilfoil Eradication and Aquatic Plant Management Plan, and will be implemented in
conformance with State and County requirements.
4. Annual rates and charges will be collected to raise funds to support LMD activities. The total amount
of money proposed to be raised by rates and charges is $143,033, which amount will be collected in
approximately equal annual installments of$28,607 over five years (which includes yearly estimated
interest on the loan). It is anticipated that revenue bonds or notes payable from such rates and charges
will be issued to finance the activities of the LMD.
5. The duration of the proposed LMD is five years.
6. The estimated rates and charges proposed to be imposed on each parcel included in the LMD is $1.8244
per thousand dollars of assessed valuation.
