This decision is based on our finding that:
The hearing was held on Thursday, March 16, 2023.
William& Diane Kane, Appellants, were represented by Bill Kane at the hearing. IdaMae Jensen,
Assessor's Representative, was present.
The Appellant provided assessments of neighboring properties. According to RCW 84.40.030, the Board
cannot use assessments as comparable sales.
The Assessors' Representative provided three comparable sales in the same neighborhood that ranged, as
adjusted, from $741,642 to $819,847. The value of the subject parcel fell below this range.
The Board found no clear, cogent, or convincing evidence that the Assessor was in error.
Therefore, the Board sustains the value for the land at $356,425 and improvements at $219,790 for a total of
$576,215 for the subject parcel.

This decision is based on our finding that:
The hearing was held on Thursday, March 16, 2023.
Anthony Hawkins and Patricia Young, Appellants, were not present at the hearing. IdaMae Jensen,
Assessor's Representative, was present.
The Appellant provided sales data from January 1, 2016, to September 11, 2019. The sales were
predominately from the Alderbrook division, Area 3 neighborhood 1 and the majority were 2016 sales,
which cannot be considered as they were over five years old.
The Assessor's Representative presented three comparable sales ranging, as adjusted, from $662,788 to
$751,984. The value of the subject parcel falls within this range.
The Board found no clear, cogent, or convincing evidence that the Assessor was in error.
Therefore, the Board sustains the value for the land at $170,560 and improvements at $529,740 for a total of
$700,300 for the subject parcel.

The Appellant provided three comparable sales, that were not on the open market and therefore not
considered arm's length sales.
The Assessor's Representative presented four comparable sales which, as adjusted were $324,814 to
$634,182.
The Board found no clear, cogent, or convincing evidence that the Assessor was in error.
Therefore, the Board sustains the value of the land at $358,705 and improvements at$29,895 for a total of
$388,600 for the subject parcel.
