Dear Mr. Blaize: Your application has been received by Mason County. Before we may begin processing your permit, the following items will have to be addressed. Dock: Detailed plans of the dock configuration will be required. . What is its length? Width? You note it will be 2800 square feet. Any dock exceeding $2500 . 00 (valuation: $8 . 50 per square foot) will require a shoreline Substantial Development Permit. No more than 16 feet of dock may parallel the shoreline (in a "T" or "L") and the straight section of dock cannot exceed 8 feet in width. Total length for a joint use dock cannot exceed 65 feet. Your site plan should show how far from the side property line the dock is located. The building department will require a detailed drawing of the dock showing your method of construction. Direct any questions on this to that department at 427-9670 x359 . Bulkhead: A bulkhead of this type will not require a building permit. Certain other restrictions apply, however. The posts would have to be placed within one foot of the toe of the bank. Also, it will be necessary for you to "flag" the locations in which these will be placed. Bulkheads on lots which do not have a residence also require a Substantial Development Permit unless the value is under the $2500.00 . As your bulkhead design will most likely be under this value, it is exempt from that permitting requirement. Nonetheless we will need to know in advance where you are planning to plant the 4 x 41s. (Your idea is interesting - - although it will require annual maintenance it may slow erosion without the expense of a "structural" bulkhead) . Fees: Since you received our application packet our fees have increased (effective 2/1/93) . Processing of the environmental checklist isnow $100. 00 . Since the building permit fee amount will depend on what size dock you decide to build, you should plan to pay that fee when the permit is ready to be picked up. The check you submitted for $49 . 00 could be applied to the checklist fee. We would then need an additional check for $51. 00 to begin processing. If you decide to apply for the Substantial Development Permit fore the dock, let me know and I will send the necessary form. That permit costs an additional $320. 00 and permit approval must be granted by the County Commissioners in a public hearing. A legal advertisement must also be run in the newspaper, the cost of which you would have to bear. I am returning the Hydraulic Project Application form. This should be sent directly to the Department of Wildlife. They will also need a set of your plans, including an accurate site plan. I have enclosed the chapter from the Master Program which is applicable to the development of docks. Keep in mind the $2500 . 00 limitation If I can answer any questions give me a call and also, please let me know when the location(s) of the bulkhead have been marked. Thank you very much. Box 578 Shelton, Wa. 98584 Attn: Don Brush Dear Don, Thank you for your quick response to our permit submission we really appreciate your help. Enclosed are answers to your questions and a couple of drawings that hopefully satisfy your needs. I made a mistake on my calculations as the total square footage of the dock is 208 not 2800 (whats a zero amongst friends) . I have a couple of comments on the dock. We propose to build out of steel pipe and angles a frame so that in the winter the dock will sit on the frame instead of the ground. The steel pipe are bolted to a footing and the angle is welded to the pipe. I tried to draw this but I am not sure it shows well enough. The Permit Plot Plan was traced off of our title paperwork and should be very accurate. The closest dock is at least 600 ft. away and around a point of land. To the other side our neighbor is at least 900. ft and inside a cove so we cannot see them without going out into the lake a ways . The bulkheads are shown on the Plot Plan as heavy dots and lines. The area shown is closest to the cabin and has the the heaviest traffic (both people and because of the dock, boat traffic) . We have spotted a few other sites, primarily where trees are being undercut and the tree is still healthy looking. These areas are hard to identify on the plan because they may be a small as a 8 foot area. We definitely are keeping the verticals as close to the shoreline as possible. In a couple of instance we plan to throw rocks up under the undercut root system to hold as much of the dirt that will naturally fall as possible. The rocks will also help keep the "bulkhead" tight to the verticals as the water pressure and floatation will try to move the logs. We did place about 50 ' of bulkhead last year (before we knew we needed a permit) and it has worked perfectly. It does not deter from the primitive look of our side of the lake, it is easier on the feet than concrete and other than the verticals we have not introduced any additional foriegn substances into the lake. All of the logs were found either washed up on the shore during the winter or were fallen logs we found on our property. Most of the logs are about 6 inches in diameter. Blaize: The Department of Wildlife has received your application , but has been unable to complete the processing in the normal time frame for the following reasons : Compliance with the State Environmental Policy Act ( SEPA ) is required prior to the issuance of the HPA. In speaking with the Mason County Planning Department , a Shorelines Permit will also be required . Please send us a copy of the SEPA documents and Shoreline Permit when final . Your HPA will be processed when the SEPA is finalized . Also, a Reservoir Structure Permit may be required by the City of 'Tacoma , Department of Public Utilities. 'The City of Tacoma owns the above named reservoir as part of a federally licensed hydroelectric project . Please contact Karen Carroll at ( 206 ) :38"T)-2471 for information . In order to evaluate the project , additional information is needed . Please provide us with detailed plans which include clearer drawings with dimensions , descriptions of materials and methods of constructuion of the dock , dock footings or piles , and bulkhead . Also include a list of the types of preservatives , it any , that are to be used for the beams , decking and bulkhead . Creosote and pentachlorophhenol ( penta) cannot be used as a preservative on wood which will be in contact with or near the water . Untreated wood is recommended . Also, tioatation material for the dock shall be enclosed and contained to permanently prevent the breakup or loss of the tioatation material into the water . The proposed start and finish dates were not completed on the application . Please provide us with dates within which you propose to do the work . Our oftice location has recently changed.
