Box 791 Montesano,WA 98563 November 1,2021 Re: FPA 2021-00017 Dear Mr. Chapman and Mr. Hamchick, I am reviewing the Class IV G logging permit for tax parcel 51916-75-00050. 1 have reviewed your application and visited the site and I have the following comments: Scope of Operation: There is a discrepancy between the information provided in the application and the SEPA checklist as to how much ground is going to be logged. Please confirm if you are logging 2 acres or 5 acres.The flagging suggests the entire parcel. Pit Wall Setback: While you have a nice flat and dry parcel,the gravel pit wall 40'east of the subject parcels affects this proposal. Mason County Code 8.52.140 requires that any development, including Class IV FPAs within 300'of slopes like this be reviewed for geo-technical stability issues through either a geological assessment or a geo-technical report(depending on the circumstances). If you want to log the east 260' of this parcel,you will need to hire a firm that can prepare such a document and submit it to the Mason County Permit Center for review($300). 1 am enclosing a submittal checklist for both types of reviews and a list of known companies that do this sort of work. Stormwater and Erosion Control: This permit needs to be reviewed for stormwater and erosion control.The determining factor as to what level of review is required is based on the square area of"ground disturbance" (not tree cutting) and the square area of new impervious surface such as gravel roads (for the logging operation, not for the future buildings). If you can limit your ground disturbing to no more than .75 acres and your new impervious surface to no more than 5,000 square feet, you can get by with a do-it-yourself Minimum Requirements 1-5 Narrative—see enclosed document.Above that threshold,you can disturb up to a maximum of 2.5 acres without an engineered plan if at least 1.75 acres of the 2.5 acres is converted only to low intensity land uses such as pasture or orchards. Beyond that, an engineered storm water and erosion control plan is required. If you end up going that route,the plan will be reviewed by Mason County Public Works, but is submitted at the Mason County Permit Center with a $300 review fee. The Department of Ecology(Ecology)reviewed the environmental checklist and has the following comment(s): SOLID WASTE MANAGEMENT: Derek Rockett(360)407-6287 All grading and filling of land must utilize only clean fill. All other materials may be considered solid waste and permit approval may be required from the local jurisdictional health department prior to filling. All removed debris resulting from this project must be disposed of at an approved site. Contact the local jurisdictional health department for proper management of these materials. WATER QUALITY/WATERSHED RESOURCES UNIT: Evan Wood (360) 407-7320 Erosion control measures must be in place prior to any clearing, grading, or construction. These control measures must be effective to prevent stormwater runoff from carrying soil and other pollutants into surface water or stormdrains that lead to waters of the state. Sand, silt, clay particles, and soil will damage aquatic habitat and are considered to be pollutants.
