North Bay/Case Inlet Sanitary Sewer System RESOLUTION NO . 145-99 NORTH AY/CASE INLET SANITARY SEWER SYSTEM A RESOLUTION OF THE BOARD OF COMMISSIONERS OF MASON COUNTY ESTABLISHING A SEWER RATE SCHEDULE , CONNECTION CHARGES AND OTHER FEES ; PROVIDING FOR BILLING AND PENALTIES . E IT RESOLVED BY THE ORDER OF THE COUNTY COMMISSIONERS OF MASON COUNTY, WASHINGTON AS FOLLOWS : ARTICLE I SECTION 1 . 01 * SANITARY SEWER SERVICE : USER CHARGES AN CONNECTION FEES At the time of application for a building permit, or if an applicant wishes to connect to the sewer system, the applicant shall apply for a sewer connection permit and shall pay to the County a permit fee as set forth below together with connection charges and/or other applicable charges , if any required by this Resolution . If the permit is not issued, the permit fee and connection charges shall be refunded . A. MONTHLY USER CHARGES t . RESIDENTIAL CUSTOMERS : Each residential customer shall pay a monthly user charge as follows : Effective Jan . l Residential Customer Type 2000 2001 2002 (See Administrative Code For definitions) a) Single Family Dwelling $48 . 50 $ 48 . 50 $ 48 . 50 (Includes each unit in a condominium) b) Lot - Without Dwelling $ 15 . 00 $ 15 . 00 $ 15 . 00 Platted and Buildable c) Duplex $ 67 . 90 $ 67 . 90 $ 67 . 90 d) Triplex $ 101985 $ 101685 $ 101 , 85 e) Grinder Pump Installation $ 32 . 50 $ 32 . 50 $ 32 . 50 On Vacant Lot (Rate without O &M) f) Multi-Family ( See Notes below) The basic monthly sewer charge shall be $48 . 50 per month per single-family dwelling or $ 48 . 50 per month per residential equivalent (R. E) For residential customers , the distribution of residential equivalent units shall be as set forth in the following table : Residential Customer Type Unit R . E . COMMERCIAL CUSTOMERS : For commercial customers , the distribution of residential equivalent units shall be as set forth in the following table (the basic monthly sewer charge shall be $ 48 . 50 per month per residential equivalent (R. E) . Commercial Customer Type Unit R. E . Per Unit a) Restaurant, lounge, tavern 6 seats 1 . 00 with full service indoor seating . b) Fast food or Tavern 12 seats 1 . 00 c) Convalescent/Rest Homes Bed 0 . 6 d) Churches , Lodges , Club Houses 100 seats 1 . 00 Theaters e) Laundromat and Other ( 1 ) ( 1 ) Other establishments not specifically defined in this section, shall be determined on a specific use basis , consistent with the criteria of this section. It shall be the responsibility of the Owner to provide a description of the use , metered water consumption, number of employees , or other information necessary to determine the monthly sewer rate . Be CONNECTION FEES : la RESIDENTIAL CUSTOMER : A sewer connection fee shall be paid to Mason County before any structure is connected to the county sewer system . The connection fees shall be according to the following schedule : Effective Jan . I Residential Customer Type 2000 2001 2002 (With Single Plumbing Outlet) a) Single-Family Dwelling (Includes each unit in a condominium) Gravity Connection $ 100 $ 1 , 800 $ 2 ,253 Grinder Pump Connection $ 1 , 600 $ 13600 $ 2 , 253 Prior to January 1 , 2002 , the maximum basic connection fee is $ 1 , 800 for a single-family dwelling for a gravity connection or $ 1 , 600 for a grinder pump installation . For the grinder pump installation, the owner shall provide an exterior electrical junction box suitable for 220 V service . b) Duplex/Triplex Gravity Connection $ 100 $ 100 $ 2 , 253 Grinder Pump Connection $ 1 , 600 $ 100 $ 2 ,253 c) Multi-Family Dwellings Gravity Connection Grinder Pump Installation * For multi -family dwellings or mobile home park facilities , the connection fee shall be calculated based on residential equivalents at a rate of 0 . 7 R . E . per unit . d) Mobile Home Gravity Connection $ 1 , 800 $ 1 , 800 $ 21253 Grinder Pump Installation $ 1 , 600 $ 1 , 600 $ 25253 e) Single-Family Dwelling with Multiple Plumbing Outlets * * Certain single-family dwellings are served by multiple plumbing outlets and /or septic tank facilities . The minimum connection fee shall be $ 1 , 800 for a gravity connection or $ 1 , 600 for connection to a grinder pump . The connection fee shall be adjusted for the costs incurred by the county to serve these particular dwellings . After January 1 , 2002 , the connection fee shall be $2 ,253 and increased thereafter by an annual inflation cost from the Engineering New Record (ENR) index for the Seattle area . All costs and expense incidental to the installation and connection to the sanitary sewer system whether gravity connection or grinder pump installation, shall be borne by the owner effective January 1 , 2002 . 2 ® COMMERCIAL CUSTOMER : Each commercial customer shall pay a minimum connection fee of $ 1 , 800 for a gravity connection or $ 1 , 600 for a grinder pump installation . For larger commercial connections , the connection shall be based on the distribution of residential equivalent units as set forth in the table in Article 1 . ARTICLE II SECTION 2 . 01 BILLING . USER CHARGES DUE Billings shall be mailed prior to the tenth ( IOth) day of every month . Sewer user charges shall be due and payable before the first day of the next monthly billing period for which charges are made . SECTION 2 . 02 CONNECTION FEES U : Prior to January 1 , 2002 , each existing owner of a single -family dwelling, duplex/triplex , multi-family dwelling, or commercial facility shall be billed for the amount of the connection fee . The amount of the connection fee shall be paid in full to Mason County no later than January 1 , 2002 . After January 1 , 2002 , the owner shall pay he amount of the connection fee at the time of the issuance of the building permit . No building permit shall be issued until the connection fee has been paid . SECTION 103 DELINQUENT CHARGES AND LIENS Delinquent charges and liens shall be as set forth as that described in Article 9 (Enforcement) of the North Bay/Case Inlet Sanitary Sewer Utility Administrative Code . SECTION 2 . 04 BILLINGS : TO WHOM MAILED Billings may be mailed to the owner of the property, or his tenant, insofar as the county may reasonably ascertain the same . Failure to receive such bills shall not relieve any person liable therefore from the obligation to pay the same , nor the property receiving such service, or capable of receiving such service , from such lien therefore as may thereafter attach to the property in the manner provided by law. A fee of $ 10 , 00 will be charged for any change in tenant, renter, ownership , billing address or etc . SECTION 105 ENFORCEMENT Enforcement for this resolution shall be conducted in accordance with Article 9 of the North Bay/Case Inlet (Mason County) Sanitary Sewer Administrative Code . SECTION 2 . 06 SEVERABILITY If any term or provision of this Resolution shall , to any extent, be held invalid or unenforceable , the remaining terms and provisions of this Resolution shall not be affected thereby, but each remaining term and provision shall be valid and enforceable to the fullest extent permitted by law. ARTICLE III ADOPTED by the Board of Commissioners for Mason County this 1 ��- Day of December, 1999 .
