Removal of vegetation should be minimized and any areas disturbed should be restored to prevent erosion and other environmental impacts. 3) Debris or deleterious material resulting from construction shall be removed from the beach area and project site and shall not be allowed to enter waters of the State. 4) Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface Waters of the State of Washington, and is subject to enforcement action. 5) During construction, all releases of oils, hydraulic fluids, fuels, other petroleum products, paints, solvents, and other deleterious materials must be contained and removed in a manner that will prevent their discharge to waters and soils of the state. During this time many things have happened,mostly about 30-35 years ago,by previous owners. They filled the slope adjacent to the lake and also created an 8' approximately wide area from the mean high water work out towards the lake with a rock retaining wall. I would like to remove this retaining wall and return the beach back to its normal condition. There are too many of these bulkheads on the lake and they are causing the lake to become excessively rough, due to the fact of that the waves are bouncing off the bulkheads instead of naturally dispersing on the shore line. I would then like to build a rock retaining wall just behind the mean high water mark. This wall would help support the slope and armor the mean high water mark area. I would also like to build a second wall behind the first creating a level pad area. These walls have been designed and engineered by a licensed PE. 7C)There will be only positive impacts to the lake. The reason being,we will be removing a bulk head which is now located below the mean high water mark into the lake,therefore returning the beach back to its natural state. We also will be supporting the existing slopes with retaining walls. 7D) The construction will take place in September/October when the water table is below the invert of the bottom base rock of the bulk head being removed. The Department of Ecology(Ecology)reviewed the environmental checklist and has the following comment(s): WATER QUALITY: Roberta Woods(360)407-6269 Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48 RCW, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface Waters of the State of Washington, and is subject to enforcement action. Proper disposal of construction debris must be on land in such a manner that debris cannot enter Lost Lake or cause water quality degradation of state waters. Shoreline armoring(for example, hardening with rock or concrete)can result in adverse impacts to the natural character of the shoreline,but these impacts can be avoided. Ecology recommends that the applicant use appropriate plantings of native vegetation to stabilize shorelines,rather than hardening them with rock or concrete. Ecology can provide further information upon request. Applicants should consider that placement of a bulkhead may in some cases accelerate erosion of the beach. Bulkheads are not truly permanent, and may require expensive maintenance, especially after storm events. Ecology's comments are based upon information provided by the lead agency. As such,they do not constitute an exhaustive list of the various authorizations that must be obtained or legal requirements that must be fulfilled in order to carry out the proposed action.
