(see attached)further describes potential sources of contamination for this project with recommended mitigation to minimize risk to the public. After review of supplied information, regulations and engineering report, this request is APPROVED under the following conditions: 1 . Extend to above grade and repair top section of surface seal. 2. Any approval would likely require all the suggestions you brought forward, in case this changes the applicants mind on drilling a new source. On a side note. The well was originally used as a private source for the house.Due to this,there are several existing features within the 100' sanitary control area(SCA) including the house,driveway, parking for the house, and an existing conex.Additionally,the gym building,gym parking, and gym septic components are within the SCA. The purpose of this variance request is to evaluate the existing and new components as potential sources of contamination, characteristics of the well,hydrogeology of the area, and mitigation strategies. Given the well construction, geology,topography, and proposed use, it is not considered to present any potential hazard to public health,therefore a variance is requested in order to allow for approval of the well location. Introduction and Background The existing Quail Hill well and existing site features are shown on the attached site plan.The gym owners live in the house on the well property and also own the adjacent property which the 100' SCA extends onto. The fluid would likely remain in place, or if it was spilled on the driveway approach the flow path would be down the driveway towards E Quail Hill Rd or into to the unpaved shoulders of the driveway.Any quantity of vehicle fluid would be in a small quantity. If the fluid flowed to the shoulder of the driveway, it would be absorbed into soil. Soil readily absorbs and sequesters or neutralizes most chemicals within about 2 feet of penetration. Conex The conex is being used temporarily to store gym equipment during renovations of the gym interior.After the gym is completed,the owner's plan to move the conex to the far side of the gym parking, outside the 100' SCA, or remove the conex completely. Since the conex is only a temporary storage for gym equipment, it is not a source of contamination. Gym Septic Tank, Pump Tank, and Transport Line There is a septic tight-line approximately 54 feet from the wellhead. If the septic tight-line was to break or the septic tank and pump tank were to overflow,the contamination would surface because of the restrictive hardpan layers.The line would be repaired rather than continue leaking undetected for months or years. Since the gym and parking is within the proximity of the septic tank and pump tank, if there was a leak or overflow, gym members would certainly notice right away. As a business, allowing sewage to remain flowing across the ground would never be acceptable.Therefore, while there may be some private homeowners who would allow such a problem to go unchecked for an extended period, a gym would certainly not. Gym Parking The gym parking area is approximately 68 feet from the wellhead. The parking area is flat though the driveway is sloped downgradient towards E Quail Hill Rd. Vehicles will be temporarily parked in the designated parking area only for the duration of their gym visit which is expected to be 1-2 hours.Long term vehicle parking is unlikely here. Similar to the house parking, if vehicle fluid was to spill it would flow through the gravel in the parking area and be absorbed into the soil. Neighboring Property The 100' SCA crosses into TPN 122083490092. This parcel and the well parcel are owned by the same owners,who also own the gym and live onsite at the house on the well property. The property owners will need to sign a covenant for the 100' SCA for both the well property and the adjacent property. Well Construction and Hydrogeology The well is located outside of the gym with a paved driveway around it.The well log is enclosed and shows thew well as being 127 feet deep with an 18 foot bentonite surface seal. The well is screened from 122 to 127 feet. Geology consists primarily of"hardpan"and"sand". The first "hardpan"layer is from 31 to 39 feet below upper layers described as "topsoil", "brown conglomerate"and"sand". Following this,there is another"sand"layer from 39 to 43 feet and restrictive layers of"hardpan"and "blue clay"from 43 to 76 feet,totaling 33 feet of restrictive layers. Below this is"sand"from 76 to 88 feet followed by"sand and water"from 88 to 127 feet.
