RE: Culvert maintenance on existing access road at Elma Country
Club.
Dear Mr. Rognlin:
This letter is in reference to recent activities performed by you
on the Elma Country Club access road located immediately south of
the common area at the southerly end of Lost Lake, and to clarify
Mason County Shoreline Master Program regulations as they apply to
landfill within 200 feet of the shoreline of Lost Lake. Mason
County Planning staff initially performed site review of your
activity in response to a complaint that illegal filling of the
road and common area had influenced the lake level.
Thank you for your correspondence describing work you performed on
the culvert and road. It is our understanding from Assessor's
records that this is an existing road which provides access to
existing residences (approximately W 99 through W 297 Lake Forest
Lane East) . Mason County Planning and Public Works staff performed
a site visit and confirmed that the culvert has been set at a lower
elevation than the existing bank edge of Lost Lake.
Please note that all landfill within 200 feet of the Ordinary High
Water Mark of Lost Lake is under the jurisdiction of Mason County's
Shoreline Master Program, and must meet the criteria and permit
requirements of Landfill Chapter 7 . 16 .130 . In addition, under the
Mason County Flood Damage Prevention Ordinance, it must be
demonstrated that the activity will not have an adverse effect on
water and/or flood levels. Again, proposals must be reviewed and
approved PRIOR to the start of activities. Since the common area
contains a small drainage from the lake, that water course should
not be compromised.
Mason County Planning staff have reviewed your road maintenance
activity for conformity with the regulations of Mason County's
Shoreline Master Program. Under Chapter 7 . 13 . 010 (2) "Normal
maintenance and repair of existing structures or developments, "
your repair of the existing road and culvert is exempt from a
Shoreline Substantial Development permit . Mason County Building
Inspector Tami Griffey has confirmed that this activity would also
be exempt from a building permit .

Although your maintenance and repair activity is exempt from a
building permit and a Shoreline Substantial Development Permit, it
is important that in the future you contact Mason County Department
of Community Development PRIOR to commencing activity in this area,
so we may review the proposal for consistency with the Shoreline
Master Program, and ensure that there will be no impact to critical
areas.
We also request that you regularly inspect the drainage area during
periods of high rainfall, to ensure that the installed culvert
capacity continues to be sufficient for water flow. If enlargement
is needed, please provide a site plan of proposed activities for
review and approval prior to commencing the activity.
