Specifically,your request is to construct a water well that is located less than 100 feet from your existing drainfield. It was determined during the field visit on August 30,2018,that the well site is approximately 50 feet from your existing drainfield and less than 100 feet from other neighboring drainfields. This variance request is necessary due to the location of drainfields on your property and roadways,driveways,buildings,and the limited land area available to be developed. • After an investigation, interview and review of information available,a variance is hereby granted to Chapter 173-160 WAC.Ecology will allow the well to be constructed as soon as workers and equipment are available and using the method you have proposed.This variance is granted under the following conditions: 1. This variance is only valid for a period of 1 year after the date of mailing from Ecology. 2. A notice of intent to construct a water well must be filed and the fee paid in accordance with Section 173-160-151. • 3. All well construction work shall be performed by a licensed driller as set forth by Chapter 173-162 WAC. 4. Well construction must comply with Mason County rules and regulations. • 5. Due to the close proximity of the onsite septic drainfield,the surface seal shall extend continuously from the 30 feet deep to land surface,within a significant confining unit(greater than six feet in thickness). The seal shall provide casing stability and have a minimum diameter of four inches larger than the nominal size of the permanent casing. During the installation of the surface seal the driller must use a temporary casing,at least 4-inches larger in diameter than the permanent well casing diameter. Temporary casing should extend the entire length of the surface • X • seal prior to installation of any sealing product. Open-hole drilling in an unconsolidated formation without a temporary surface casing IS NOT APPROVED. • 6. The well shall be a minimum of 100 feet deep. No other openings in the casing,except a pitless- style adapter,installed as recommended by the manufacturer,shall be shallower than 100 feet below land surface. This 100-foot minimum depth condition may be subject to revision based on local geologic conditions. 7. Bentonite for the surface seal must be installed as required in Chapter 173-160-231 (2)and(3). The recent changes to Section-231 require the following:"The annular space must be kept at least one-half full of sealing material whenever the production casing is advanced." 8. Due to the close proximity of your driveway and to protect against vehicular damage to it, it is strongly advised to construct two bollards(two metal posts),cementing in at least 3-inches in diameter metal posts, in a triangular array between the well casing and adjacent driveway and at least two feet from the well.Each post should extend at least three feet above and below the land surface.Large boulders may also be used to protect the well from vehicular damage. 9. The driller must submit Water Well Reports describing the construction of the well to Ecology (Southwest Regional office)within 30 days after completion of the work,one report per well constructed.Attach a copy of this variance to each well report. 10. With the exception of the provisions set forth(above)in this variance,all federal,state,and local requirements shall apply. 11. The driller must inform Ecology(John Pearch,360-407-0297)two business days before any construction work or surface seal installation begins.The driller must make the site accessible to Mr.Pearch to inspect any and/or all construction work. 12. The driller must inform Mason County(Cody Lund,360-427-9670 extension 361)two business days before any construction work or surface seal installation begins. To appeal you must do the following within 30 days of the date of receipt of this variance: • • File your appeal and a copy of variance with the PCHB(see addresses below).
