It is not so mown-tainous nor so rough as the latter land type. It normally occupies the lower elevations below the Tebo soils. Slopes are generally between 30 and 0 percent. included are a few areas having slopes of less than 30 percent. The dominant p nt material, of mixed glacial origin, is similar to that of the Hoodsport series. A greater percentagD of basic igneous rock is in the parent material, and, in places,the depth to underlying igneous bedrock is less than 6 feet. Outcroppings of rock occasionally occur. Soil characteristics are not well developed. Steep slopes and rock outcroppings have resulted in shallow,variable, and stony soils. In general,the characteristics of these soils closely resemble those of the Hoodsport series,but they;are more variable in depth,texture, and stoniness. The depth to the cemented substratum and the degree of cementation are extremely variable from place to place. Douglas-fir'and hemlock were the dominant timber species. Most of the land type has been logged,but trees imilar to the original species are restocking most areas. Some areas are restocking with alder, map e, willow,and brush. Use and suitability.-Forestry is the best use of this land type. Tree growt varies according to the depth of the soil material. The site is found in Section 31 Township 23 North, Range 1 West, within the shoreline of Lake Cushman(See Figure 1. Site Vicinity Map). The purpose of this Habitat Management Plan(HMP)is the following: Address potential impacts resulting from the proposed removal of 12 trees within three parcels, lying within the following regulated areas: 1)the 100-foot shoreline buffer of Lake Cushman, and 2) a Landslide Hazard Area. Prior to removal, the trees have been identified by a professional forester as "danger trees" (Forester documents are attached). Eight trees on the subject parcel were removed, and two trees have been removed from the parcel to the north(parcel number 42331-50- 02924)and two trees within the parcel to the south(parcel 42231-50-012012)have been removed. The objectives of this Habitat Assessment are as follows: ■ To evaluate the potential adverse effects to critical area functions as well as fish and wildlife habitat resulting from the tree removal. Emphasis is placed on the possible loss of habitat for any listed species found to be residing in the vicinity of the parcel. ■ To identify possible mitigation measures that could be implemented to offset the adverse effects resulting from the tree removal. 2.0 PROPERTY DESCRIPTION The subject parcel occupies approximately 0.67 acres. The property is bordered to the north and south by residential parcels of similar size and shape. West Cushman Ridge Drive borders the parcel to the west and the shoreline of Lake Cushman borders the parcel to the east. A small Single-Family Residence is located on the eastern side of the property. The property is vegetated primarily with native overstory components including Douglas fir, western hemlock, and western red cedar. Topography throughout the property generally grades down at a moderate slope identified as a Landslide Hazard Area, toward the shoreline. The area adjacent to the shoreline consists of a steep slope vegetated primarily with salal. 3.0 APPLICABLE SETBACKS The project site is within the jurisdiction of Mason County. Section 17.01.110 identifies Department of Fish and Wildlife Habitat Conservation Areas adopted by Mason County. Section 17.01.100 identifies Landslide Hazard Areas adopted by Mason County. The applicable setback for this project is as follows: Habitat Type Buffer Building Setback from Buffer Lake Cushman 100' 0' Landslide Hazard Area n/a 4.0 DESCRIPTION OF HABITAT AND SPECIES 4.1 Puget Sound Chinook(Oncorhynchus tshawytsha)-Threatened Listed as threatened since March 24, 1999, adult Puget Sound Chinook spawn in several rivers and streams flowing into Puget Sound. Lake Cushman is listed as final designation and nearshore critical habitat for Puget Sound Chinook in the NOAA Fisheries Northwest Region Critical Habitat Designations for West Coast Salmon and Steelhead in Washington - August 2005 (see Figure 6. NOAA Critical Habitat ESU Map). The shoreline area associated with the subject property does represent important foraging and migration habitat for juvenile Chinook. The proposed tree removal will not displace significant habitat features or native vegetation along the shoreline. The tree removal is not of a scale that would decrease shade along the nearshore or negatively impact the use of the site by migrating Chinook. The overall work described in this report is not expected to impact water quality or aquatic habitat important to Puget Sound Chinook. Therefore, the proposed development will have no impacts of Puget Sound Chinook or associated habitat. Subject property circled in red. 4.2 Bull Trout(Salvelinus malma)-Threatened Bull trout typically inhabit very cold, clear headwater streams at high elevations that are supported by snowmelt. For spawning and early rearing, bull trout require loose, clear gravel, relatively free of fine sediments. The nearest stream is approximately 200 feet south of the proposed project area. Given bull trout habitat is not present,the project will have no adverse impacts on bull trout. 4.3 Puget Sound Steelhead-Threatened Listed as Threatened since May 2007, Puget Sound Steelhead spawn in several streams throughout Puget Sound. Spawning usually occurs in moderate to steep gradient sections of streams, usually in heads of riffles or the tails of pools where hydraulic conditions are conducive to intragravel flow. Side channels and the anterior portions of islands are also used. Spawn timing for summer steelhead runs typically ranges from mid May through October while winter run steelhead are present from December through May. Adequate cover from predation, water temperature, and spawning gravel are important factors for instream habitat, while little is currently known about specific marine habitat requirements. There are no streams within the vicinity of the subject project area. No aspect of this project will influence instream conditions or negatively impact riparian habitat. The overall work described in this report is not expected to impact water quality or aquatic habitat important to steelhead. Therefore,no impacts to Puget Sound Steelhead are expected with the proposed project. Erik Neatherlin of WDFW and Bill Leonard, Biologist with WDOT, both recommend listing the Olympic Torrent Salamander as a Locally Important Species due to their association with old- growth forests and sensitivity to increased temperatures and sedimentation in streams and headwaters. There are no streams or old-growth habitat on the subject property. Given Olympic Torrent Salamander habitat is not present on or in the vicinity of parcel,this project will have no impacts to Olympic Torrent Salamander. 4.5 Marbled Murrelet(Brachyramphus marmoratus)-Threatened Marbled Murrelets are typically associated with coastal habitats and nest in old-growth forests. Murrelets may fly as far as 50 miles inland to nest,however the average distance is roughly 5-miles from nest to sea. It is only during the summer breeding months that they are commonly found inland. During non-nesting seasons they live at sea. Murrelets require tall mossy trees in coniferous old growth forests with cavities on thick branches where they can construct a cup nest 20-40 meters above the forest floor. Murrelets have been documented laying eggs on rocky ground habitats only when a sufficient forest is unavailable. The Priority Habitat and Species GIS map, shows no documented nesting sites surrounding the project site. No potential nesting trees containing platform features are within the project area. This project will have no adverse impact on Marbled Murrelet given there are no documented nesting sites or potential nesting trees within the project area. k # 6 .1 'k^ od Ome.2DQ9 Photo 1. They are territorial and do not migrate, but they may shift their ranges slightly in response to seasonal changes. Suitable spotted owl habitat includes trees relatively large in diameter,multi-layered forest canopy with a moderate to high canopy closure in overstory, midstory, and understory, large,tall, live trees with cavities, broken tops, mistletoe, or platforms of branches capable of holding accumulated organic matter suitable for use as a nest. Dead standing trees and fallen decayed trees supporting abundant populations of prey species are critical to spotted owl populations. Currently there are no spotted owl nesting sites documented in proximity to the project site (see PHS Map above). Given the forested nature of the region, the tree removal that occurred on the properties is not of a scale that would adversely impact the potential for Spotted Owl utilization of the site. Proposed mitigation in sections below includes planting coniferous saplings throughout the shoreline buffer intended to enhance the structural diversity and enhance habitat components favorable to Spotted Owl. With proposed mitigation, this project is not likely to adversely impact Northern Spotted Owl or associated habitat. 5.0 ANALYSIS OF EFFECTS The project lies within the buffer of a regulated shoreline and within a Landslide Hazard Area. Trees identi5ed by forester as"Danger Trees",removed. 5.2 Designated Critical Habitat for Salmonids The shoreline of Lake Cushman in proximity to the project area is listed in the NOAA Fisheries Northwest Region Critical Habitat Designations for Puget Sound Chinook in Washington - August 2005 as a Final Designation of Nearshore Marine Habitat Areas. The shoreline area associated with the subject property does represent important foraging and migration habitat for juvenile Chinook. The tree removal is not of a scale that would decrease shade along the nearshore or negatively impact the use of the site by migrating Chinook. The overall work described in this report is not expected to impact water quality or aquatic habitat important to Puget Sound Chinook. Therefore, the proposed development will have no impacts of Puget Sound Chinook or associated habitat. 5.3 Temporary Increase in Sediment and Turbidity during Construction The tree removal did not increase or temporarily increase turbidity and suspended sediment within the project area. 5.4 Light and Glare The tree removal will not result in light increase along the shoreline. Given that no adverse impacts are predicted with the completed project,no mitigation measures are proposed. Coniferous Underplantings To mitigate for the removal of twelve coniferous trees within the shoreline buffer and Landslide Hazard Area, a replacement ratio of four trees planted per tree removed is recommended throughout the buffers. This ratio has been requested in a planning letter from Rebecca Hersha, Mason County Planner. The buffers are occupied primarily by Douglas fir (Psedotsuga menziesii) of similar size and age. Several migratory species, including Bald Eagles, are more likely to utilize forests with a diverse, unevenly aged overstory. To improve the structural diversity and increase the potential for wildlife utilization within the buffers, it is recommended that the portions of each property within the shoreline buffer and Landslide Hazard Area be enhanced with coniferous underplantings. The enhancement of the midstory through coniferous underplanting is expected to eventually provide a more dense midstory layer resulting in a more structurally diverse forested community. It is recommended that the buffers be enhanced using Douglas fir (Pseudotsuga menziesii) and western red cedar (Thuja plicata). This is based on light and soil requirements, versatility, and occurrence in proximity to the site. The trees should be 2 to 3 year old saplings, planted an average of 10-feet on center, spaced around existing trees, from 2-gallon containers, to provide a moderately dense, structurally diverse plant community within the mitigation zones. The soil around the base of the plants should be covered with mulch to prevent erosion. To fulfill the recommended planting density, approximately 48 trees will be planted, depending on availability of space with existing trees. Invasive species such as Himalayan blackberry, Japanese knotweed and scoffs broom are common throughout the region. This species are stubborn competitor for light and nutrients and limits success of native plants. If invasive species are observed growing within the buffers, it is recommended that it be removed from the recommended planting area upon inspection. Herbicides should not be used to achieve this due to the proximity to the shoreline. They can be uprooted by mechanical means or persistently cut during the growing season to offset the rhizomes while installed native plants become established. Typically, planting should occur during winter dormancy. The optimum time for planting is during February and March; however, the need to complete the project in a timely manner may call for planting to occur outside optimum time periods. No machinery earthwork will be necessary to carry out this planting; planting holes for specified vegetation installation will be hand dug. No additional clearing or grading should be required for site enhancement. All installed vegetation shall be marked with colored flagging to facilitate monitoring inspections. The monitoring program is outlined to insure project effectiveness. The information gathered will provide the following: 1) condition of reintroduced plant species; 2) the use of the site by wildlife species; 3) any disturbance caused by the tree removal and its effect on the protected zone and associated aquatic habitat; 4) any occurrence of exotic species within the mitigation zone; 5) any corrective measures that may be deemed necessary to provide desired conditions. This monitoring will be in effect for the duration of three years. The information gathered will be provided in an annual report and submitted to the Director of Mason County Department of Community Development. 7.0 SUMMARY This report addresses the removal of twelve coniferous trees within the shoreline buffer of Lake Cushman and a Landslide Hazard Area, within three parcels. The tree removal was necessary given the trees have been identified as "Danger trees" by the professional forester. No impacts to listed plant or animal species or associated habitat are expected to result from the completed project. Mitigation for the tree removal entails planting coniferous underplantings throughout the buffers at a replacement ratio of four trees planted per tree removed, as instructed by Rebecca Hersha, Mason County Planner. In addition to the recommendations defined in this report, all other site-specific requirements for this project outlined by Mason County Planning Department shall be met. It is not so moun-tainous nor so rough as the latter land type. It normally occupies the lower elevations below the Tebo soils. Slopes are generally between 30 and 60 percent. Included are a few areas having slopes of less than 30 percent. The dominant parent material,of mixed glacial origin, is similar to that of the Hoodsport series. A greater percentage of basic igneous rock is in the parent material, and, in places,the depth to underlying igneous bedrock is less than 6 feet. Outcroppings of rock occasionally occur. Soil characteristics are not well developed. Steep slopes and rock outcroppings have resulted in shallow,variable, and stony soils. In general,the characteristics of these soils closely resemble those of the Hoodsport series, but they are more variable in depth,texture, and stoniness. The depth to the cemented substratum and the degree of cementation are extremely variable from place to place. Douglas-fir and hemlock were the dominant timber species. Most of the land type has been logged,but trees similar to the original species are restocking most areas. Some areas are restocking with alder,maple, willow, and brush. Use and suitability.-Forestry is the best use of this land type. Tree growth varies according to the depth of the soil material. This mapping unit is in capability subclass complex--VIe and VIIe and in site classes 4 and 5 for Douglas-fir. FIGURE 4. The site is found in Section 31 Towktship 23 North, Range 1 West, within the shoreline of Lake Cushman (See Figure 1. Site Vicinity Map). The purpose of this Habitat Assessment is the following: J,`�e� Address potential impacts, resulting from the proposed construction of a floating ���� (20 feet by 10 feet) and grated ram (16 feet by 4 feet) occupying a total footprint of 264 square feet within the Regulatory Floo plain, as determined by FEMA Region 10. The ramp will be built from an existing small dock located along the OHWM. The existing dock will be reduced to a 5' x 5' landing at the base of the existing stairs. The proposed dock will be attached to the landing. According to the FEMA Map Service Center, the property is within Zone C of a Special Flood Hazard Area (SFHA). Zone C is described as an area of minimal flooding (no shading). The property can be found on hEMA Map Issue 5301150125C. The objective of this Habitat Assessment is to evaluate the potential adverse effects to critical area functions as well as fish and wildlife habitat resulting from the construction of the ramp and float. Emphasis is placed on the possible loss of habitat for any listed species found to be residing in the vicinity of the parcel 2.0 PROPERTY DESCRIPTION The parcel occupies approximately 0.67 an acre. The property is bordered to the north and south by residential parcels of similar size and shape. West Cushman Ridge Drive borders the parcel to the west and the shoreline of Lake Cushman borders the parcel to the east. A small Single-Family Residence is located on the eastern side of the property. The property is vegetated primarily by native overstory components including Douglas fir, western hemlock, and western red cedar. Topography throughout the property generally grades down at a low/moderate slope toward the shoreline and Regulated Floodplain, where the project is proposed. The shoreline is comprised of rocky, gravelly substrate and is devoid of native vegetation. The area adjacent to the shoreline consists of a steep slope vegetated primarily with salal. Lake Cushman is listed as final designation and nearshore critical habitat for Puget Sound Chinook in the NOAA Fisheries Northwest Region Critical Habitat Designations for West Coast Salmon and Steelhead in Washington - August 2005 (see Figure 6. NOAA Critical Habitat F-SU Map). However, the shoreline area associated with the subject property does represent important foraging and migration habitat for juvenile Chinook. The proposed development will not displace significant habitat features or native vegetation along the shoreline. For spawning and early rearing, bull trout require loose, clear gravel, relatively free of fine sediments. There is a known population of Bull trout in Lake Cushman and the associated North Fork of the Skokomish River. The project is not located within a known spawning or rearing area. None of the actions proposed are expected to displace or modify habitat features important to Bull trout, therefor no impacts to Bull trout are likely to result from this project. Spawning usually occurs in moderate to steep gradient sections of streams, usually in heads of riffles or the tails of pools where hydraulic conditions are conducive to intragravel flow. Side channels and the anterior portions of islands are also used. Spawn timing for summer steelhead runs typically ranges from mid May through October while winter run steelhead are present from December through May. Adequate cover from predation, water temperature, and spawning gravel are important factors for instream habitat, while little is currently known about specific marine habitat requirements. There are no streams within the vicinity of the subject project area. No aspect of this project will influence instream conditions or negatively impact riparian habitat. The overall work described in this report is not expected to impact water quality or aquatic habitat important to steelhead. Therefore,no impacts to Puget Sound Steelhead are expected with the proposed project. 4.4 Olympic Torrent Salamander (Rhyacotriton otvwipicua) PO Box 2854, Belfair, WA 98528 cell:360-620-D618, Office: 360-372-2421 e-mail: wetlanccorps@hotmail.com Parcel 42331-50-02013 Habitat Assessment November,2014 Page 5 Three of the four species of Rhyacotritoninae occur in Mason.County-Olympic Torrent, Columbia Torrent, and Cascade Torrmt. Cascade and Columbia Torrent salamanders are both listed as State Candidate Species by WDFW. Erik Neatherlin of WDFW and Bill Leonard, Biologist with WDOT, both recommend listing the Olympic Torrent Salamander as a Locally Important Species due to their association with old-growth forests and sensitivity to increased temperatures and sedimentation in streams and headwaters. There are no streams or old-growth habitat on the subject property. Given Olympic Torrent Salamander habitat is not present on or in the vicinity of parcel,this project will have no impacts to Olympic Torrent Salamander. 4.5 Marbled Murrelet (Brachyramphus marmoratus)-Threatened Marbled Murrelets are typically associated with coastal habitats and nest in old-growth forests. Murrelets may fly as far as 50 miles inland to nest,however the average distance is roughly 5-miles from nest to sea. It is oly during the summer breeding months that they are commonly found inland. During non-nes ng seasons they live at sea. Murrelets require tall mossy trees in coniferous old growth forests with cavities on thick branches where they can construct a cup nest 20-40 meters above the forest floor. Murrelets have been documented laying eggs on rocky ground habitats only when a sufficient forest is unavailable. There are no documented nesting sites surrounding the project site. No potential nesting trees containing platform features are within the project area. This project will have no adverse impact on Marbled Murrelet given there are no documented nesting sites or potential nesting trees within the project area. 4.6 Northern Spotted O�vl(Strix occidentalis caurina)-Threatened Spotted owls require a large amount of land for their nesting and hunting grounds; pairs may occupy up to 58 sq. km. They are territorial and do not migrate, but they may shift their ranges slightly in. response to seasonal changes. Suitable spotted owl habitat includes trees relatively large in diameter, multi-layered forest canopy with a moderate to high canopy closure in overstory, midstoxy, and understory, large,tall, live trees with cavities, broken tops, mistletoe, or platforms of branches capable of holding accumulated organic matter suitable for use as a nest. Dead standing trees and fallen decayed trees supporting abundant populations of prey species are critical to spotted owl populations. Currently there are no spotted owl nesting sites documented in proximity to the project site. No trees or native vegetation will need to be removed for this project. Therefore, the proposed development will have no impacts of Puget Sound Chinook or associated habitat. 5.3 Noise Pollution An increase in noise from construction activities will occur during daylight construction hours. No nesting sites are located within the radii of concern that would be impacted by noise associated with the cons ction of the addition. Wildlife species residing in proximity to the project area have likely come adapted to noise associated with residential land use traffic associated with West Cushman Ridge Drive. 5.4 Temporary Increase n Sediment and Turbidity during Construction The proposed work has tie potential to temporarily increase turbidity and suspended sediment within the project area. Best Management Practices have been outlined in Section 6.0 to minimize the adverse effects associated with sediment runoff and turbidity impacts during project implementation. 5.5 Light and Glare The proposed dock will not result in light increase along the shoreline. 6.0 BEST MANAGEMENT PRACTICES The proposed project minimizes impacts to the shoreline by limiting the square footage of the shed to 264 square feet. Given that no adverse impacts are predicted with the proposed project, no mitigation measures are proposed. Recommended Best Management Practices for this project are as follows: • Perform excavation and site preparation work during dry weather when the water level is below the project site. • Transport all building material and tools across the lake by barge to avoid bank erosion commonly associated'with accessing the site from land. • Install silt fencing between the work area and the waters edge to prevent erosion and siltation of waters(See diagram below). • Minimize amount of erodible soils at any given time to the maximum extent feasible. • Check all equipment daily for leaks. Refueling and lubrication of equipment should occur off site. Do not store any fuel, lubricants, chemicals, or hazardous substances outside overnight within the project area. Do not apply any chemicals when there is a possibility of rain. * Comply with all permits and requirements of governing authority. The proposed development will extend approximately 35 feet waterward of the Ordinary High Water Mark of the shoreline of Lake Cushman. This is least amount of shoreline displacement feasible given project objectives. No vegetation removal or habitat feature displacement is necessary for this project. 'No impacts to listed plant or animal species or associated habitat are expected to result from the proposed project.
