Thank you for apl ilying f r a Shoreline Use Permit(SUP)for your proposed shoreline structures
and uses associa ed Witt Lot 41, Plat of Lake Cushman No. 3. As you know, Tacoma Power's
Cushman Hydroe ectric F Iroject area (Project) includes all lands located waterward of the 742-
foot elevation Pro edt bot indary. Tacoma Power also retains a 10-foot lateral easement on your
leased developm n1l lot jacent to the Project boundary. All structures and uses located
waterward of 742 obt el vation, and all structures and fill placed within the 10-foot lateral
easement require)aOtho ation from Tacoma Power.
Your SUP applic ion a drawings were received on July 12, 2018 and August 1, 2018. A pre-
application site vic,it was completed on March 2, 2018.
Tacoma Power h s Irevi ed your SUP application package for conformance with Tacoma
Power's Shorelin Use S ecifications and Permitting Guidelines (SUSPG) and has the following

1. Dock Structu e All ed. As shown in the above referenced drawings, you have proposed
to construct a P-sq are-foot fixed pier, ramp and float structure with 10 driven steel
pilings. The psec structure meets the conditions of Appendix B Section 2 of the SUSPG
as will be allo e . Beause your dock is designed to the maximum overwater coverage
allowed for ne truc ures on Lake Cushman, please be aware that the entire finished
structure, inCIL ding ar iy trim or fascia, must be within the 300-square-foot specification; there
are no excepti nos and overbuilds will be required to be reduced to meet the specification.

2. Landing and Stairs. Allowed. As shown in the above referenced drawings, you have
proposed to construct a 16-square-foot landing supported by 4 driven steel pilings and stairs
which lead from the development lot to the dock structure. The proposed structures meet
the conditions of Appendix B Section 10 of the SUSPG.
3. Mooring buoy alternative. Allowed. As shown in the above referenced amended site plan,
you have proposed to install a pre-formed concrete anchor for installation of a mooring buoy
alternative. One mooring buoy alternative is allowed per eligible shoreline development lot.
Please refer to the enclosed buoy alternative.diagram.
4. Debris. To be removed. Any debris and/or abandoned building materials, chains, anchors,
tires, etc. located on.Tacoma Power's property and lakebed fronting your development lot
will be required to be removed as a condition of your permit.
Other Information:
5. Phased Work. Allowed. You have proposed to perform the shoreline construction in two
phases.\Phase 1 will be conducted during the reservoir draw-down period and include
construction of the upland landing, stairs, fixed pier, ramp and float pilings. Phase 2 will be
conducted during the full-pool season and include floating in a pre-fabricated float to be
connected to the Phase 1 structures. Tacoma Power approves this construction plan.
6. Tree Removal. Application needed. Not shown in your application package, but previously
discussed, is your proposal to remove several trees from Tacoma Power property. Tacoma
Power requires the company performing the tree removal to obtain a short-term license and
provide insurance to Tacoma. Please have the tree removal company submit a separate
application for this action approximately 8 weeks prior to when they expect to perform the
work.
Next Steps for Applicant:
7. Regulatory Permits. Required. Regulatory permits are required from Mason County and
the Washington Department of Fish and Wildlife for your proposed uses. Per Section 1 of
the SUSPG, copies of your acquired permits are required before Tacoma Power can issue
an SUP. As you receive your regulatory permits and/or waivers, please send copies to
Tacoma Power to satisfy this requirement. Enclosed please find a letter from Tacoma
Power, the land owner, allowing you to move forward with regulatory permitting for this
project.
Next Steps for Tacoma Power:
8. Cultural Resources Survey. Required. A cultural resources survey(CRS) is required for
the ground disturbance that will occur during construction. The CRS's are scheduled as the
lake level, weather and availability allows and must be completed prior to any work
occurring on the property. Please see Section 6.2 of the SUSPG for more information.
9. Short-term license. Required. Once you have provided copies of the required regulatory
permits (#6) and the CRS (#7) has been completed, Tacoma Power will issue you a short-
term license for construction.
