APPLICATION ACCEPTED
Findings of Fact of Mason County Historic Preservation Commission:
During a regular meeting on 14 February 2019,the Mason County Historic Preservation Commission reviewed an
application for a Certificate of Appropriateness for the repairs of the Schafer State Caretakers Residence as included as
part of a historic site listed on the Mason County Register of Historic Places.
State Parks is proposing a project that will provide critical repairs to the building.The building has seen settlement of
the foundation,causing cracking in the river rock veneer on the house. The foundation will be stabilized with pin
piles,and afterward the river rock veneer will be pointed to heal the cracks in the mortar joints. The new mortar will
be installed to match the character of the existing mortar in both texture and color. Minor repairs are also required at
the wood window sills, a number of which will receive infill repairs that will be blended and painted to match the
existing finishes. Two log columns are to be replaced in-kind,along with one partial log door header.The remaining
log window and door headers will be treated with borates,patched,and painted to match the existing finish.
Significant issues with the roof will also be addressed as part of the project.There is currently a flat valley at the
intersection of the main gable and the garage gable that frequently leaks.This will be resolved by constructing a shallow
cricket on top of the existing roof sheathing that will be clad with copper. Chimney flashing will also be repaired and
replaced with copper.The final roof repair is over the rear entry to the house,which has a small covering over the porch.
The framing for this porch rests directly on the sheathing of the main gable,causing significant rot and leaks into the
building.This narrow opening will be closed by constructing a second low-slope cricket to provide positive drainage
and prevent runoff from entering the building around the framing of the porch roof. Neither of these crickets are readily
visible from the ground,and will correct significant drainage issues on the roof. The roofing to be removed will be
replaced in-kind with new taper sawn cedar shakes. Another work item is to replace all the gutters on the house to
effectively direct runoff to the ground.The house originally had no gutters,and at some point in the past plastic gutters
were installed. These gutters are undersized and improperly located to provide the required capacity.New painted half-
round gutters will be installed along with new downs to carry the water to the ground and away from the building. The
final work element will be to install small clearance wells at the crawlspace vents and to re-screen the vents to prevent
rodent intrusion.
The remainder of the work represents material replacement in-kind,as the roof will be patched with materials matching
the existing materials,the logs requiring replacement will be replaced in-kind,and the other repairs are designed to
retain the maximum amount of historic fabric while correcting condition issues.

This letter is to provide you with the information required to apply for a Certificate of
Appropriateness from the Mason County Historic Preservation Commission. Project drawings
have been sent to you, and hopefully the remainder of the information you need is contained
herein. The proposed alterations are all to take place on the Caretaker's Residence at Schafer
State Park,a contributing resource within the surrounding historic district that encompasses the
majority of the park.

with this letter. Despite our best efforts, we have not been able to locate any historic
photographs of the building.
The proposed changes to the building are consistent with the Secretary of the Interior's
Standards for the Treatment of Historic Properties and our agency policy. The project will have
a slight visual effect on the building by changing two areas of the roof,but these two areas are
not readily visible from the ground level. The change in the gutters is a functional requirement,
and will not detract from the overall character of the building and will not alter any character
defining features of the property. The remainder of the work represents material replacement in-
kind, as the roof will be patched with materials matching the existing materials,the logs
requiring replacement will be replaced in-kind, and the other repairs are designed to retain the
maximum amount of historic fabric while correcting condition issues.
