Adder Sfreet Re: Schafer State Park—Project Phase 1 Campground Relocation East Fork Satsop River—F000dplain Analysis Mr. Michael Hankinson: PLANNING This report describes efforts used to assess the hydraulic characteristics of a reach of the East Fork Satsop River that flows along Schafer State Park in southwest Mason County(Figure 1). The report describes the methods and results from applying the hydraulic model HEC-RAS in evaluating the floodplain on the project site(U.S. Army Corps of Engineers, 2002;U.S. Army Corps of Engineers, 2016). The proposed plan for Schafer State Park Project Phase 1 (J.A. Brennan Associates,December 2020) includes a Welcome center, new parking lots,pavement restoration and grading for relocated campsites.A portion of proposed site improvements are within the floodplain of the East Fork Satsop River. The hydraulic modeling presented in this report was used to prepare a floodplain map of the site and to evaluate zero-rise requirements for proposed site improvements. Zero-Rise Modeling Methodology Basin Characteristics The study reach is along the East Fork Satsop River,upstream from its confluence with Decker Creek(Figure 2). The study reach is mapped as a Zone A Special Flood Hazard Area(SFHA) on the Flood Insurance Rate Map (FIRM)(FEMA, June 20,2019). The tributary basin draining to the study reach has an area of 78 square miles (USGS,April 2020). Schafer State Park is an existing park with site improvements including roads,buildings and camp sites (Attachment A). Channel Geometry The hydraulic model HEC-RAS (Version 5.0.3)was used to evaluate the hydraulics of the river and its floodplain(Figure 2). The HEC-RAS model used in developing the Effective FIRM for the study reach was obtained from FEMA. FEMA used this model to develop the Zone A SFHA for the study reach shown on the effective FIRM (Attachment B). The channel and overbank geometry for the FEMA HEC-RAS model was based on LiDAR data(STARR, November 15, 2013; STARR,March 19,2014).Hydraulic structures such as the Schafer State Park bridge on the East Fork Satsop River,were not modeled in the HEC-RAS model obtained from FEMA. Mr. Michael Hankinson Page 2 December 14,2020 For the Schafer Park project,the cross sections for the portion of HEC-RAS model passing through the area of proposed improvements were updated with field topography from the project's base map (Berglund, Schmidt and Associates, January 2020). The Schafer State Park bridge, located at the downstream end of the proposed site improvements,was included in the updated HEC-RAS model. The geometry of the bridge was based on engineering plans for the structure(Sargent Engineers, Inc. and Mason County Department of Public Works. June 15, 1992). Post-project conditions for the park were based on the site plan for the project(J.A. Brennan Associates,December 2020;Attachment Q. The proposed Welcome Center's grading and structure is included the in HEC-RAS model at cross section RS 8849. Light thinning of vegetation surrounding the Welcome Center is likely to occur during construction,therefore offsetting some of the effects of proposed fill. Other scattered areas of shallow fill are proposed on the site at locations upstream from the Welcome Center. This includes the placement of fill at cross sections RS 9887 and RS 9671.9. The cross-sectional fill area at these cross sections was measured in CAD and represented in HEC-RAS as a channel blockage with an equivalent fill area. These areas of fill at sections RS 8849 and RS 9671.9 will not have material effect on flood conveyance because they are in an area of ineffective flow. Flood Flow Rates FEMA's HEC-RAS model included base flow rates developed using a gauge analysis of flows for the East Fork Satsop River. Flows for tributary Decker Creek in FEMA's model were based on USGS regression equations (November 15, 2013). Flows for the 2-year, 5-year, 10-year, 50- year, 200-year and 500-year storms were added to the HEC-RAS model for the project based on a combination of USGS gauge data and Streamstats USGS regression equations (USGS,April 10,2020) (Attachment D). Hydraulic Modeling Results Predicted Flow Rates The predicted flood flow rates in the East Fork Satsop River for the study reach are as follows: Return Period Flood Flow Rate (Years) CFS) 10 5,995 50 7,725 100 7,954 Mr. Michael Hankinson Page 3 December 14,2020 The 100-year flood flow rate was used to map the floodplain on the site and to conduct a zero- rise analysis for proposed site improvements. Floodplain maps for the site, for both existing and post-project conditions, are provided in Attachment E. Zero-Rise Analysis For the 100-year flood flow,water surface elevations under existing conditions were predicted to range from 125.01 feet NAVD 88 at the downstream end of the project site(RS 8047)to 130.40 feet NAVD 88 feet at the upstream end(RS 10084) (Attachment E). A comparison of HEC- RAS modeling results between the Post-project Model and the Existing Conditions Model indicates that zero-rise criteria are met(Attachment F).No increase in the predicted BFEs or energy grade elevations is predicted as a result of the project. Recommendations The BFE at the Welcome Center(RS 8849)is predicted to be 125.67 feet NAVD 88.
