To undertake the following development:
Repair 200 ft of flood damaged bank incurred in January 2008 at Bingham Creek Hatchery. The
top of the bank downstream from the flood diversion will be repaired by placing I I I cy of rip-rap
on the top section of the bank all above OHWM. The access road's broken edge to be repaired.
Within BINGHAM CREEK and/or its associated wetlands is exempt from the requirement of substantial development
because,the development is categorized under WAC 173-27-040(2) as being category
B-normal maintenance

The Washington State Shoreline.Management Act (RCW 90.58) requires that substantial developments within
designated shorelines of the state comply with its administrative procedures(WAC 173-14)and the provisions of the
Mason County Shoreline Management Master Program. The purpose of this Act and local program is to protect the
state's shoreline resources. The program requires that substantial development(any development of which the total
cost.or fair market value exceeds $5,000.00 or materially interferes with the normal public use of the water or
shorelines of the State be reviewed with the goals, polices, and performance standards established in the Master
Program.

hatchery buildings and rearing ponds. On the opposite bank red alder and mixed conifers occur next to the river.

The proposed project site is within the Bingham Creek Hatchery Complex. The site is reached by turning east
off of the Matlock-Brady Road (approximately 4.5 miles south of Matlock) onto Fish Hatchery Road and
proceeding approximately 3.8 miles to the end of the road and the salmon hatchery. The physical address is
West 3914 Fish Hatchery Road, Elma, WA; 98541.

This project will repair 200 feet of flood damaged bank incurred in January 2008 at Bingham Creek Hatchery.
The top of the bank below the diversion dam will be repaired by placing 111 cubic yards of rip rap on the upper
section of the bank and next to the access road. The access road will.also be repaired by cutting off 1 foot of
damaged edge and replacing the edge with new paving material. All work will be done above Ordinary High
Water.
