Approving Washington Counties Risk Pool Membership Compact SOLUTION NO . 117 - 99 APPROVING WASHINGTON COUNTIES RISK POOL MEMBERSHIP COMPACT WHEREAS, Mason County is a member of the Washington Counties Risk Pool ; WHEREAS, the Washington Counties Risk Pool (WCRP) developed a Compact to strengthen the Pool by helping its member counties implement local Risk Managment Programs to reduce losses and support the best management of the WCRP and its resources ; THEREFORE, RE IT RESOLVED that the Washington Counties Risk Pool Membership Compact (Attachment A which is incorporated as part of this resolution) is hereby adopted and approved by the Board of Mason County Commissioners . Rogers , Clerk of the Board f APE OVER S TO FORM : Michael Clift, Chief Deputy Prosecutor Attachment A e�1bersHip A G N COUNTIES RISK POOL Coyapact Membership Compact The Compact is a commitment to strengthen the Washington Counties Risk Pool (WCRP) by helping its member counties implement local Risk Management Programs to reduce losses and support the best management of the WCRP and its resources . The Compact establishes obligations to support these goals through three major elements : MEMBERSHIP INVOLVEMENT : The Member County shall : • Attend at least two WCRP Board meetings annually . • Cooperate with the WCRP in providing orientation for newly- elected officials and appointed department heads (within six months of their election or appointment) on WCRP policies concern- ing coverage, claims reporting and risk management . • Participate in an annual review of the Member County ' s losses and Risk Management Program with the WCRP ' s staff. • Assure the person(s) assigned risk management and claims administration functions receive WCRP certification within two years of assignment . RISK CONTROL PRACTICES : The Member County Risk Manager shall : • Present an annual work plan to the Board of County Commissioners that systematically implements the WCRP ' s adopted "Risk Management Policy . " • Attend two Risk Manager Roundtable sessions annually. • Annually complete and present the results of the WCRP Risk Management self- assessment to the member county Board of Commissioners for approval, and forward the approved assessment to the WCRP . • Participate in the WCRP on-site Risk Control Audit every three years . • Obtain WCRP certification for Risk Manager designation within two years of appointment . (Persons assigned the functional responsibility for risk management, if different than the appointed Risk Manager, shall also obtain certification within two years . ) TARGETED RISK MANAGEMENT PROGRAM : The WCRP Board of Directors shall : • Approve and fund annually a " targeted risk management program " based on WCRP loss history . The annual program will specify topic areas and audience populations to be trained . • Evaluate "targeted risk management program" in a year- end review, for responsiveness and effectiveness . The results of the Compact will be reviewed annually by the Executive Committee, who will make recommendations to the Board of Directors for Compact improvements and targeted training .
