BANK STABILIZATION - CONDITIONS
All bank stabilization work completed on an emergency basis is
subject to the following conditions :
1. The applicant must obtain emergency authorization from the
Washington State Department of Fisheries & Wildlife. In
accordance with the provisions of Chapter 75 .20 . 100 and
75 .20 . 103 , Fisheries & Wildlife must reduce the conditions
of an oral emergency approval to writing within 30 days.
The applicant must provide these written conditions to the
Mason County Planning Department within 15 days of receiving
them from Fisheries & Wildlife.
2 . . Mason. County will not authorize any streambank stabilization
work that is not in compliance with the written conditions
issued by Fisheries & Wildlife under Chapter 75 .20 . 100 &
75 .20 . 103 . Any repair work that violates these conditions
shall be modified and brought into compliance at the expense
of the applicant.
3 . Actions to stabilize streambanks that are issued emergency
exemptions are still subject to the permitting standards of
Mason County' s Shoreline Master Program. Following
construction, emergency projects must provide a report from
a licensed engineer with an expertise in hydraulics . The
report must certify that the project meets the standards of
Mason- County' s Shoreline Master Program (Chapter 7. 16 . 150)
and must specifically address the following topics :
A. Whether the project does or does not adversely
affect river channel hydraulics and floodway
characteristics up and downstream from the project
area.
B. Whether the project as constructed is structurally
sound.
C. What types of nonstructural alternatives would
make the project unnecessary.
D. A plan for revegetation along the length of the
project that includes removal of as much riprap as
is necessary to restore the vegetative integrity
of the streambank.
4 . Under the terms of this emergency exemption the applicant
accepts his or her responsibility for any and all later work
that may be necessary to bring the stabilization project
into compliance with the Mason County Shoreline Master
Program and Shoreline Master Act.

NOTE: This Hydraulic Project Approval HPA is the written -
to the emergency verbal HPA issued. b)y Jim Fraser to HerboBaze
on March 24, 1995. It is issued with the understanding that tie
proposed work is necessary to address emergency conditions.
1. The eroding stream bank where recent bank protection work had been
done may be repaired and protected from erosion by placement of
additional trees, tree arts, rock riprap, and concrete chunks,
trovided the diameter or the concrete chunks shall not exceed
hree (3) times the thickness.
2. Project length shall not exceed 300 feet.
3. Bank protection work shall be restricted to work necessary to
protect the eroding bank.
4. Equipment shall not enter the water.
5. Woody debris may be yarded by equipment stationed on uplands or dry
gravel bars.
6. Placement -of bank protection material waterward of the bank shall
be restricted to the minimum amount necessary to protect the toe of
the bank or for installation of mitigation features approved by
Washington Department of Fish and Wildlife (WDFW) .

SUBJECT: Denial of Emergency Hydraulic Project Approval (HPA) - Channel Change, South
Fork Skokomish River, Tributary to Skokomish River, Southeast 1/4, Section 12,
Township 21 North,Range 05 West,Mason County, WDFW Log No. 00-A8035-01,
WRIA 16.0001
Dear Mr. Baze:
On March 24, 1995, Tim Fraser, Washington Department of Fish and Wildlife(WDFW)Area Habitat
Biologist, met with you on-site to review your request for an emergency Hydraulic Project Approval
(HPA)to do additional stream bank protection work on the South Fork Skokomish River approximately
10 miles upstream of the mouth of the mainstem Skokomish River. The proposed project location was at
the same site for which an emergency HPA had previously been issued to your son-in-law,Rick Vickery,
on December 30, 1994, for stream bank protection. An emergency verbal HPA for bank protection work
was issued to you by Mr. Fraser on March 24, 1995. A copy of the written HPA, WDFW Log No. 00-
A5286-03, is enclosed.
Also on March 24, 1995,you requested an emergency HPA for a channel change that would include
straightening the stream across a gravel bar. No emergency HPA for a channel change was issued by Mr.
Fraser. His evaluation indicated that although there was an immediate need for direct bank protection, the
existing high river flow made a channel change significantly impacting to fish, and impractical at that time.
Mr. Fraser determined the channel would in all probability migrate back into its original channel after
future high flows. Impacts to fish.life and habitat from the proposed channel change include:
1. Loss of in-gravel, developing eggs and embryos because of dewatering of salmon spawning nests
(redds). Loss of flow through the gravel deprives developing eggs and embryos of oxygen and
metabolic waste flushing.
2. Stranding of free-swimming salmon and trout in dewatered channels.
3. Stress to free-swimming salmon and trout from suspended sedimentation released after a river is
diverted into a newly excavated channel.
4. Smothering of in-gravel deposited salmon eggs and embryos and bottom dwelling invertebrate fish
food from streambed sedimentation after a river is diverted into a newly excavated channel.

5. Continued detrimental impacts as mentioned above in both upstream and downstream areas that are
influenced by a channel change as the affected reach of stream adjusts to a shortened and changed
channel and regains its original meander length. Based on flow, landform gradient, and substrate
resistance, a stream will adjust itself to reach and maintain a particular meander length.
A project of this magnitude and impact to fish life requires thorough plan review for protection of fish life.
Should you desire to pursue a channel change project,the following will be necessary.
1. An HPA application, which includes plans and specifications for the overall project and protection of
fish life. Mitigation for unavoidable impacts will be required. The permanent new channel should, at
a minimum, be similar in length, width, depth, floodplain configuration, and gradient, as the old
channel. Additionally, the new channel will need to incorporate fish habitat components, streambed
materials, meander configuration, and native or other approved vegetation equivalent to or greater
than that which previously existed in the old channel. An application is enclosed.
2. Permits from other agencies (local, state, or federal) may be required. You may need a Shoreline
Permit from Mason County, a Temporary Water Quality Modification from Washington Department
of Ecology, and a 404 Permit from the U.S. Army Corps of Engineers.
3. By law, compliance with the State Environmental Policy Act(SEPA) is required before WDFW can
issue an HPA for a proposed channel change. Please contact Mason County Planning Department at
(360)427-9670 regarding SEPA. If a Shoreline Permit is required, Mason County would be the lead
agency for SEPA.
