9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin, Shutty,and Trask met in closed session for labor negotiation via
Zoom from 9:00 a.m.to 10:00 a.m. Mark Neary,Mary Ransier,Nichole Wilston,Cabot
Dow,and Lindsey Smith were also in attendance.
10:00 A.M. WSU Extension—Dan Teuteberg
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Dan shared the annual Memorandum of Agreement(MOA)between Mason County and the
Washington State University(WSU)Extension. Approved to move forward.
10:05 A.M. Economic Development Council—Jennifer Baria
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Jennifer shared there has been discussion with Grays Harbor,Pacific,and Thurston Counties
to reorganize the Economic Development District and approval to move forward has been
received from the federal government. A regional Comprehensive Economic Development
Strategy(CEDS)List report must be done. The Economic Development Council(EDC)
creates a community-wide list for the County which is traditionally part of the regional CEDS
document. Normally this process opens in February,however the regional report would have
a timeline of April or May. EDC would prefer to do the one regional report. Tabled for
further discussion.
• Jennifer discussed the Recompete Act which has$200 million in funding for strategic grant
opportunities. Feedback was received that resources are not available for rural or distressed
communities. There will be two grant processes. Comments and questions can be sent to
Congressman Derek Kilmer.
• Jennifer shared that"Project Alfred"has selected a site within Mason County and is working
with the planning department to move the first phase forward. This project is a greenhouse
food production operation that has the potential of 100-150 employees at total buildout.
10:20 A.M. Sheriff's Office—Sheriff Ryan Spurling
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Chief Dracobly discussed the sole-source purchase agreement through Federal Eastern
International to upgrade the current upper rifle system. Approved to move forward.
• Chief Hanson shared the renegotiated contract between Mason County and the City of Shelton
for use of jail facilities which changes from a flat rate fee to a daily per diem rate of$130 per
day. Undersheriff Adams added that the contract with Nisqually is in process. Approved to
move forward.
10:30 A.M. Public Defense—Peter Jones
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Mark Neary discussed the Indigent Defense contracts with Taschner Law Officer for District
Court and Superior Court. Rates were discussed and approved at the Budget Workshop.
Approved to move forward.
10:35 A.M. Support Services—Mark Neary
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.

• Diane Zoren discussed the amendments to the Veterans Assistance Policy. The Veterans
Advisory Board recommended to increase the annual cap from$1,200 to$1,800;one-time
catastrophic pay from$1,000 to$2,000;and burial costs from$1,000 to$1,600. The existing
budget has capacity. Approved to move forward.
• Mark requested to have a Department Head and Elected Official meeting January 31,2023 at
11:00 a.m. Topics will include understanding the role of office,and an overview of services
that the Commissioner's departments provide. Topics to discuss will be solicited. Approved
to move forward.
• Mark shared a request from the Port of Allyn for a letter of support for funding from the
legislature for planning and design of replacing the Allyn Pier. The original pier was built
with creosote pilings which are failing. Approved to move forward.
• John Taylor discussed the Mason County Critical Infrastructure Camera Program which will
allow for real-time views of critical infrastructure and road conditions.
• John requested to reappoint Jeanne Robinson to the Parks Advisory Board. Approved to
move forward.
• John discussed the Sandhill pitching machine project for one fastball and one softball pitching
machine and the structure to house them. The project cost estimation is now$250k from Real
Estate Excise Tax(BEET)2 funds due to inflation and actual plans. Next step is advertising a
call for bids. Approved to move forward.
• Cmmr.Neatherlin requested emergency gate access at Sandhill Park until the Park Host is
filled.
• Mark shared that individuals who have damages or losses related to the flooding from the
King Tides can go to the Mason County website at hMs://masoncoun"a.gov/dem/damage-
assessment.nhn to submit a damage assessment form for both business and primary residence.

• Mary Ransier shared the Classification and Compensation Study PowerPoint presentation.
• Jennifer Beierle shared the 2023 Budget Supplemental and Appropriations and Amendments
calendar.
• Jennifer discussed the Treatment Sales Tax(TST)transfers that did not get billed in 2022.
Therapeutic Court was short a caseworker and participation numbers were down. Juvenile
Probation,Prosecutor's Office,and Therapeutic Courts did all four quarter billings,but a total
of$268,842 is remaining. Clerk's Office only billed one quarter of their available funds,
Public Defense did not bill any. Sheriff's Office had a budget of$130,836 and an additional
$24,032 that could have been billed to TST. The recommendation is to add the Public
Defense$115,392;Sheriffs Office$24,032;Clerk's Office$21,104 to the 2023 Budget as
transfers for 2022;and bill the 1",2',and 3'quarters in the current year and 4'quarter in the
next calendar year. Approval to move forward to add Public Defense$115,392 to the 2023
Budget and to change the billing.
• Mark shared the 2023 County legislative priorities which included the State Route 3 (SR 3)
Freight Corridor phasing timeline,North Bay/Case Inlet General Facility Sewer Plan/Control
updates($655k),Beards Cove Water utility valve replacement/update water plan($150k);
Sandhill Park turf soccer fields,Johns Prairie/SR 3 intersection improvement($2.2 million),
and SR 3/North Bay intersection($35k).
• Cmmr. Shutty asked for the Commission to sign letters of support for the Washington State
Committee on Geographic Names proposals for both Nathaniel Sargent Lake and Rodney
White Slough. Approved to move forward.
• Cmmr. Shutty discussed the Interlocal Agreement with Thurston County Developmental
Disabilities Program—Millage Levy and receiving more reporting on the services that are
being done in Mason County or potentially going out for a Request for Proposals.
• Cmmr.Neatherlin met with the Regional Director from the Department of Natural Resources
—Hood Canal District who requested letters of support for four grants from the Washington

State Recreation and Conservation Office(RCO). Approval for Cmmr.Neatherlin to sign the
letters of support.
• Cmmr.Neatherlin shared that a constituent offered to aid the Sandhill pitching machine
project if possible.
11:10 A.M. Public Health—Dave Windom
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Dave requested a full-time Epidemiologist position which would be funded through
Foundational Public Health Services(FPHS). Approved to move forward.
11:15 A.M. Community Development—Kell Rowen
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Michael MacSems discussed the Plat of Olympic Ridge. The project is complete with the
exception of the Memorandum of Understanding for fire code-related issues that will be
sequenced in accordance to building permits as those permits progress. Approved to move
forward.
11:25 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Mike Collins shared the Department of Transportation(DOT)is sealing cracks on their on-
and off-ramps by Kamilche and requested a Local Agency Haul Road/Detour Agreement to
allow use of Old Olympic Highway and Kamilche Lane as detour routes. Approved to move
forward.
• Loretta discussed on-call right-of-way appraisal services. Approved to move forward.
• Loretta shared that she will be participating in the State Route 302 Study Advisory Group.
DOT is beginning scope and design improvements to SR 302 because of repetitive closures
due to slides and slumps which will have a big impact on commuters.
• Loretta discussed State Route 3/Ridgepoint Boulevard and potential concerns about the safety
of that intersection and congestion as building permits are issued for Olympic View and
Olympic Ridge development.
• Loretta will discuss the easement request across County-owned property where the Union
transfer station is located at the next briefing.
