Increasing Enhanced 911 Excise Taxes on Radio Access Lines INANCE ® ® i25 ® o2 AN ORDINANCE INCREASING ENHANCED 911 EXCISE TAXES ON RADIO ACCESS LINES TO FUND CONTINUED OPERATIONS OF MASON COUNTY ' S 911 EMERGENCY COMMUNICATIONS SYSTEM . VvrHEREAS , emergency services communications systems , including enhanced 911 systems , are currently funded with revenue from state and local excise taxes imposed on the use of switched and radio access lines ; and WHEREAS , the volume of 911 calls by users of cellular communications systems and other similar wireless telecommunications systems continues to increase ; and WHEREAS , the 2002 Legislature found that statewide enhanced 911 has proven to be a lifesaving service and that routing a 911 call to the appropriate public safety answering point with a display of the caller ' s identification and location should be available for all users of telecommunications services , regardless of the technology used to make and transmit the 911 call . The Legislature also found that it is in the best public interest to ensure that there is adequate ongoing funding to support enhanced 911 services ; and WHEREAS , the Legislature amended Chapter 82 . 1413 RCW, by enacting Chapter 341 , Laws of Washington 2002 , allowing counties to raise the enhanced 911 excise tax from twenty- five (25 ) to fifty ( 50 ) cents per month on each radio access line to fiend the emergency services communications system ; NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF MASON COUNTY COMMISSIONERS that Mason County Ordinance No . 57 - 97 , and Mason County Code , Chapter 3 . 27 , are each amended to read as follows : Section 1 Enhanced 911 Radio Access Line Excise Tax An enhanced 911 excise tax in the amount of ((twe„ t five (25 )) fifty 50 cents per month on ( (eae-h)) the use of each radio access line , ((€er hire, the addFeSS of the en tiler)) whose place of primary set uuua v .� .� �+ forth in the records of the radio communications service company providing such radio access lines is located within Mason County, is hereby imposed to assist in financing the Mason County 911 emergency communications system, as defined in RCW 82 . 14B . Section 5 : Effective Date of Tax — Notice of Radio Communications Service Companies The effective date of the tax herein imposed shall be January 1 , 20031 and notice of the tax shall be provided by Mason County at least sixty (60 ) in advance of the date on which the first payment is due .
