Establishing Comprehensive Economic Development Strategy Project List RESOLUTION NO . c A RESOLUTION TO ESTABLISH THE COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY PROJECT LIST WHEREAS , members of the Board of Directors of the Economic Development Council have been designated by the Mason County Board of Commissioners as the Comprehensive Economic Development Strategy (CEDS ) Committee; and WHEREAS , the CEDS Committee has assisted Mason County in prioritizing possible infrastructure improvements to enhance economic sustainability throughout Mason County; and WHEREAS , the prioritized list of possible infrastructure improvement projects is also used as a selection list for the Washington Community Economic Revitalization Team (WA- CERT) process ; and WHEREAS , the State Legislature has authorized Mason County to retain . 08 percent of retail sales taxes annually for economic development projects ; and WHEREAS , eligibility for finding must be demonstrated by a prioritization of projects ; and WHEREAS , the EDC has solicited suggested projects from local Mason County jurisdictions and community groups ; and WHEREAS , the CEDS Committee has recommended a list of projects which updates the current infrastructure needs and includes the following priorities : First Priority : Shelton Area Regional Water and Wastewater Facilities ($38 million) —City of Shelton Second Priority : Belfair Bypass ( $ 8, 130 , 000) . - County Third Priority : City of Shelton Infiltration and Inflow Control Project (25 , 000 , 000) — City of Shelton Fourth Priority : Replace AC water lines ( $490 , 000) — Port of Shelton Fifth Priority : Industrial Development Area(Belfair Industrial Development) ($ 1 million ) . - Port of Allyn Sixth Priority : Upgrade Allyn Water System ( $200 , 000) . — Port of Allyn Seventh Priority : Stormwater Management Johns Prairie ( $250, 000) — Port of Shelton Eighth Priority : Improve rail loading facility at Johns Prairie ( $ 350 , 000 ) — Port of Shelton Ninth Priority : Correct Finch Creek (Hoodsport Area) septic tank problems ($ 1 , 400 , 000) . - PUD # 1 Tenth Priority : Complete Belfair/Hood Canal Sewer Plan ($ 15 million) . - County Eleventh Priority : SR3 Corridor hnprovements ($ 1 , 000, 000 ) — City of Shelton Twelfth Priority : Repair Intersection at 7`" & Alder ($ 1 million) — City of Shelton Page 2 Thirteenth Priority : Hartsteue Pointe Outfall — County Fourteenth Priority : North Bay/Case Inlet Water Reclamation Facility/Sewer Collection System ( $ 500 , 000) — County Fifteenth Priority : Allyn UGA planning ($25 , 000) — Allyn sub- area planning group . Sixteenth Priority : Electric Utility Upgrade and infrastructure in PUD #3 area ($ 11 million) — PUD #3 Seventeenth Priority : Brownsfield clean - up Johns Prairie ( $ 100 , 000)- Port of Shelton Eighteenth Priority : Substation Construction and Upgrades ($ 3 million) — PUD #3 Nineteenth Priority : Countywide fiber optics backbone installation ( $ 5 million) . — PUD #3 Twentieth Priority : Hwy 106 electrical utility upgrade ( $750, 000) - PUD 91 . Twenty-First Priority : Renovation of Bldg . 1 at the Port of Shelton ( $ 1 . 6 million) — Port of Shelton Twenty- Second Priority : Capital improvements to Alderbrook Water System ($ 700 , 000) — PUD 41 Twenty-Third Priority : Renovation of Baja Bldg . at the Port of Shelton ( $360 , 000) — Port of Shelton Twenty- Fourth Priority : Replace pipe, well or new reservoir for six small systems owned by PUD # l , ($ 1185000 ) . - PUD 41 Twenty- Fifth Priority: Criminal Justice Center ($30 Million ) — County Twenty- Sixth Priority : Restoration of Skokomish River ( $ l million) — County Twenty- Seventh Priority : Develop eleven small water system plans for PUD 41 small systems ($ 90 , 000) — PUD # 1 Twenty_ Eighth Priority : Hartstene Pointe Reservoir ($ 100 , 000- $400, 000) — County Twenty-Ninth Priority : Rustlewood Reservoir ($300, 000) — County Thirtieth Priority : Capital improvements to the Lake Arrowhead Water System ($ 1 ,400, 000) — PUD # 1 Thirty- First Priority : Training Center ( $ 675 , 000)-Fire Dist . #2 Thirty- Second Priority : Central Administration , Repair and Training Facility ( $ 1 ,460 , 000) — Fire Dist. # 5 Thirty- Third Priority : Construct Belfair Park & Ride ( $250 , 000) — Mason County Transit Thirty- Fourth Priority : Belfair UGA Planning ( $25 , 000 ) — Belfair sub- area planning group (already have $ 601000 ) Page 3 Thirty-Fifth Priority : Rustlewood Sewer Improvements ($450, 000) . - County Thirty- Sixth Priority : Parks & Cultural Arts Center ($ 150, 000) — Mason County Parks Thirty- Seventh Priority : Skokomish Reservation wastewater treatment plant ($9 million) NOW, THEREFORE BE IT HEREBY RESOLVED, that the Board of Mason County Commissioners adopts the above list of priorities and return to the EDC for forwarding action to the Region 10 office of the Economic Development Administration , U . S . Department of Commerce ; the United States Forest Service, Department of Agriculture ; the Washington Community Economic Revitalization Team ; and other applicable infrastructure funding offices of Washington State and the Federal Government.
