This decision is based on our finding that:
The hearing was held on Tuesday, December 20, 2022.
Michelle Van Berkom, Appellant, was present at the hearing. IdaMae Jensen, Assessor's Representative,
was present.
The Appellant did not disagree with the assessment on the subject property. She was interested in how the
assessment came to be so she could report to the owners of the Klondike Beach Club. During the
testimony, it was found that an erroneous $2,500 was applied to a working well which was not present on
the property.
Therefore, the Board overruled the assessed value by eliminating the $2,500 assessment for the well.
There was no further testimony that the Assessor was in error.
Therefore, the Board sustains the value for the land at$153,900 and overrules the value for the
improvements at $0 for a total of$153,900 for the subject parcel.

The hearing was held on Tuesday, December 20, 2022.
Jeff McHargue, Appellant, was not present at the hearing. IdaMae Jensen, Assessor's Representative, was
present.
The Appellant provided a copy of an appraisal report by Cascade Appraisal dated October 12, 2021.
Included in this appraisal report were four comparable sales with an adjusted value of$994,110 to
$1,041,408.
The Assessor's Representative discussed the main differences between the fee appraisal and the Assessor's
report. Time adjustments were applied, age differences were utilized and quality level differences were
adjusted. The subject property is constructed of good quality materials. Condition levels have been
adjusted accordingly.
The fee appraisal considered the other two buildings as a lump sum. The 2-car attached garage is appraised
at $44,030 in value. The 4-car detached shop/garage is assessed at $112,260. The 880sf secondary dwelling
and extensive concrete flatwork equal $187,920 with a total value of$344,210. Adding this to the
improvement value of the subject parcel brings it to the appraised value as set by the Assessor.
The Board found no clear, cogent or convincing evidence that the Assessor was in error.
Therefore, the Board sustains the value for the land at $110,245 and improvements at $945,925 for a total of
$1,056,170 for the subject parcel.

The Appellants did not provide any documentation to support their estimate of value.
The Assessor's Representative provided four comparable sales with an indicated value of$531,850 to
$574,325. The value of the subject property falls within this range.
Therefore, the Board sustains the value for the land at$37,640 and improvements at $518,710 for a total of
$556,350 for the subject parcel.
