Call to Order—The Chairperson called the regular meeting to order at 9:01 a.m. 2. Pledge of Allegiance—Leo Kim led the flag salute. 3. Roll Call—Present: Present: Commissioner District 1 —Randy Neatherlin;Commissioner District 2—Kevin Shutty;Commissioner District 3—Sharon Trask. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 2023 Levy and Budget documentation was received from:Mason County Fire District No. 5,6, 11,and 16;the Port of Grapeview;and the Port of Allyn. 4.1.2 Educational Service District 113 sent in the 2023 Tax Certifications for Collections for the Shelton School District and Certification of Excess Levies for Southside,Grapeview, Mary M.Knight,Pioneer,Hood Canal,McCleary,and Elma School Districts. 4.1.3 U.S.Fish and Wildlife announced the availability of the draft recovery plan for Taylor's Checkerspot Butterfly. 4.2 Michael MacSems read the 2023 Heritage Grant Cycle news release. 4.3 Cheryl Heywood,Executive Director at Timberland Regional Library, gave the Timberland Regional Library Fall 2022 updates. 5. Approval of Action Agenda 8.1 Approval of Warrants&Treasurer Electronic Remittances Claims Clearing Fund Warrant#8091997-8092483 $ 1,418,196.47 Direct Deposit Fund Warrant#92015-92411 $ 820,547.89 Salary Clearing Fund Warrant#7007029-7007051 $ 540,332.70 Treasurer Electronic Remittance $ 166,901.74 8.2 Approval for Information Technology(IT)to advertise a request for bids for performing the construction of the downtown campus fiber optic upgrade project and to set a bid date and time. 8.3 Approval for the County Administrator to sign the agreement with SpyGlass Group,LLC to audit the County's landline and cell phone bills. 8.4 Approval for the Chair to execute the County Road Administration Board(CRAB)Rural Arterial Program(RAP)Project Prospectus contract for the Bear Creek Dewatto Road improvements from milepost 0.430 to milepost 1.020. 8.5 Approval of the Resolution amending the 2022-2023 Comprehensive Economic Development Strategy(CEDS)project list to include a request for$20,000 from the Port of Grapeview to support operations and maintenance of the Port's boat launch,restroom areas,and boat dock. (Exhibit A,Resolution No.2022-085) 8.6 Approval for the County Administrator to sign the contract awarding funding from the.09 Rural County Sales&Use Tax Fund No. 103 in the amount of$20,000 to the Port of Grapeview to support operations and maintenance of the Port's boat launch,restroom areas,and boat dock. 8.7 Approval for the Chief Public Defender to sign the 2023 Office of Public Defense grant in the amount of$64,058 for the period of January 1,2023 through December 31,2023. 8.8 Approval for the Chair to execute Amendment No. 1 of the agreement with Parametrix for further post-closure monitoring and on-call services for the Mason County Eells Hill Landfill for the maximum payable amount of$29,507.08. 8.9 Approval to purchase a Terradyne Armored Vehicle instead of a BearCat Armored Vehicle as approved on October 25,2022 using$342,000 in American Rescue Plan Act(ARPA)funding; approval to add$61,493 to the Sheriff's Office 2023 General Fund budget to fund the approximate difference in cost above the$342,000 approved ARPA funds;and approval for the Board to sign the Resolution authorizing a sole-source purchase from Terradyne Armored Vehicles,Inc. for this specific vehicle. (Exhibit B,Resolution No.2022-086) 8.10 Approval of the Resolution amending the Mason County Personnel Policy. (Exhibit C, Resolution No.2022-087) 8.11 Approval to add the American Institute of Certified Planners(AICP)certification to the approved list under the Career Incentive Policy in the Mason County Personnel Policy. 8.12 Approval to make the market adjustment to the Therapeutic Courts Program Manager position and move it from a Range 25 to a Range 27 on the Non-Represented Salary Range Alignment. 8.13 Approval to sign the letter of concurrence with Lewis County s reappointment of Brian Zylstra to the Timberland Regional Library Board of Trustees for a term that will expire December 31, 2029. 8.14 Approval for the County Administrator to draft and sign an agreement with Community Lifeline to provide$34,789.84 for 2417 cold weather sheltering services for up to 35 people experiencing homelessness. 8.15 Approval for Public Health and Human Services to formally accept funding from the Washington State Department of Health for a WIC Clinic Cmmr.Neatherlin/Trask moved and seconded to approve action items 8.1 through 8.15. Other Business(Department Heads and Elected Officials) Kelly Frazier,Facilities Manager,thanked PUD and Christmas Town Kiwanis for lighting the Courthouse Christmas tree and gave a shout out for the Hygiene Drive from Monday,December 5 through Friday,December 16 and the Mason County Bake Sale that will be held Friday, December 16. 10. 9:15 a.m.Public Hearings and Items Set for a Certain Time Please see above options to provide public testimony. These options are available only while COVID-19 OPMA meeting restrictions are in place. 10.1 Continuation of the Public Hearing from November 22,2022 to certify to the County Assessor the amount of taxes levied for County purposes and the amount of taxes levied for Road for 2023;an increase to the Road Property tax levies for 2023 may be considered;the Current 21 December 6 , 2022 Commission Minutes Expense tax levy Resolutions were approved by the Board of County Commissioners during the November 22,2022 Public Hearing. Staff:Jennifer Beierle(Exhibit D,Resolution No. 2022-082; Exhibit E,Resolution No.2022-083;& Exhibit F,Resolution No.2022-084) Pursuant to RCW 84.52.070,it is the duty of the County Commissioners,on or before the 15th day of December in each year,to certify to the County Assessor the amount of taxes levied upon the property in the county for county purposes,and on or before the first Monday in December the respective amounts of taxes levied by the board for each taxing district for district purposes. The requested actions are to move to increase the 2023 Road Property Tax Levy by 11.83 bank excess capacity,and set the Levy at$11,481,344.58.This includes a Diversion of the Road Levy of$1,080,000. The 11.83%is not an overall increase,it is the shift of the$1.08 million from the Current Expense levy back to the Road Levy. The second requested action is to move to adopt the 2023 Road Property Tax Levy Resolutions and adopt the resolution certifying to the County Assessor the property tax levies for collection in 2023. Cmmr.Neatherlin reiterated that this is not an 11.83%tax increase to the general public, it is just a shifting of where the money is. The County did not do the 1%tax increase. Cmmr.Trask/Neatherlin moved and seconded to increase the 2023 Road Property Tax Levy by 11.83%,bank excess capacity,and set the Levy at$11,481,344.58.This includes a Diversion of the Road Levy of$1,080,000. WHEREAS, the EDC has recommended the Comprehensive Economic Development Strategy (CEDS) list be amended to include the Port of Grapeview request; NOW, THEREFORE BE IT HEREBY RESOLVED, that the Board of Mason County Commissioners amends the Comprehensive Economic Development Strategy(CEDS) list to include the Port of Grapeview request as listed in Exhibit A. I 11- GAD A RESOLUTION AUTHORIZING THE MASON COUNTY SHERIFF'S OFFICE TO ENTER INTO A SOLE SOURCE PURCHASE AGREEMENT FOR A TERRADYNE ARMORED VEHICLE WHEREAS,for the safety of Mason County Sheriff's Office front-line employees it is critical to purchase an armored vehicle that has a superior ballistic protection package, a powered front ram, a powered ballistic apron, is built on a one-piece frame and is a locally serviceable FORD product, and; WHEREAS, research indicates Terradyne Armored Vehicles, Inc. is the only company that manufactures and sells the Terradyne Armored Vehicle that meets the safety criteria above, and; WHEREAS, Mason County Code Chapter 2.21.030 allows sole source purchases with approval of the Mason County Commissioners; NOW,THEREFORE BE IT RESOLVED, by the Board of County Commissioners of Mason County to authorize the purchase of a Terradyne Armored Vehicle as a Sole Source. A RESOLUTION AMENDING RESOLUTION 2022-047 MASON COUNTY PERSONNEL POLICY, TO ADD, REMOVE, AND UPDATE LANGUAGE IN THE PERSONNEL POLICY MANUAL AND MASON COUNTY CODE WHEREAS, it is the responsibility of the Board of Mason County Commissioners for the coordination of county administrative programs, which is accomplished through the adoption of the Personnel Policy; and WHEREAS, it is necessary and appropriate to add, remove, and update language to the Personnel Policy to ensure the best practices are incorporated, clarification of processes are implemented, and removal of outdated language is incorporated; and WHEREAS, it is necessary and appropriate to update position names throughout the document; and WHEREAS, it is necessary and appropriate to update, re-organize, and clarify language in Chapters 1, 2, 3, 4, 5, 7, 8, 9, 12, 14, 16, 17, and 18 to ensure the process and procedures are current with practices currently utilized, and/or best employment law and practice; and WHEREAS, it is necessary and appropriate to update grammar, numbering formats, removing acronyms, and writing in third person; and WHEREAS, it is necessary and appropriate to update Chapter 3.1 Recruiting Policy to comply with RCW 49.58.110 and include information about compensation and benefits for all job postings; and WHEREAS, it is necessary and appropriate to add Chapter 8.2 Workplace Safety and Violence Prevention Policy to ensure employees are safe and secure in the workplace; and NOW, THEREFORE, BE IT RESOLVED, the Board of Mason County Commissioners hereby amends Resolution 2022-047 Mason County Personnel Policy to add, remove, clarify, and update language in Chapters 1, 2, 3, 4, 5, 7, 8, 9, 12, 14, 16, 17, and 18, update grammar, numbering formats, and writing style, update Chapters 3.1 Recruiting, and add 8.2 Workplace Safety. This resolution shall become effective immediately upon its passage.
