1. Call to Order—The Chairperson called the regular meeting to order at 9:00 a.m.
2. Pledge of Allegiance—Chief Dracobly led the flag salute.
3. Roll Call—Present: Present: Commissioner District 1 —Randy Neatherlin; Commissioner
District 2—Kevin Shutty; Commissioner District 3—Sharon Trask.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Washington State Liquor and Cannabis Board sent in a liquor license with endorsements
approval letter for Tuggs and Chuggs.
4.1.2 Squaxin Island Tribe sent in a response to the September 27,2022 comment letter to the
U.S.Environmental Protection Agency.
4.2 Cmmr. Shutty read the Operation Green Light proclamation.
4.3 Richard Dickinson read the 2023 Solid Waste Rate Increases news release.
5. Open Forum for Citizen Input
April Pooler shared the Mason County Homeless Veterans Stand Down at Memorial Hall on
November 17,2022 from 9 a.m.to noon at Memorial Hall. More information is available on the
Mason County Veterans website at bgps://masoncougMeterans.com/. Items needed include rain
gear,warm blankets,instant soups,and Walmart gift cards. Memorial Hall is open Tuesday-
Wednesday from 9 a.m.to 2 p.m.and Thursday 9 a.m.to noon.
6. Adoption of Agenda

7. Approval of Minutes
Cmmr.Neatherlin/Trask moved and seconded to adopt the March 1,2022 and April 5,2022
Belfair Sewer Public Hearing Minutes; October 11,2022 and October 25,2022 Regular Meeting
Minutes; October 17,2022 and October 24,2022 Briefing Minutes as presented. Motion carried

8.2 Approval for the Mason County Board of Equalization(BOE)to hear completed and timely
filed appeals for the 2022 assessment year.
8.3 Approval of the Resolution establishing the load/lane limits for traffic control on six Mason
County bridges. (Exhibit A,Resolution No.2022-074)
8.4 Approval to advertise and fill a non-represented Chief Deputy Assessor position in the
Assessor's Office.
8.5 Approval to set a Public Hearing for Tuesday,December 20,2022 at 9:15 a.m.to review and
approve zoning code amendments to Mason County Code Title 17 and Title 8.52.
8.6 Approval of the Resolution amending the Mason County Public Health and Human Services
2023 Environmental Health Fee Schedule.
8.7 Approval of the Professional Services Contract with Bridgeview Consulting,LLC to complete
the update of the County's Multi-Jurisdictional Hazard Mitigation Plan in the amount of
$80,750 for a performance period of November 8,2022 through April 3,2024.
8.8 Approval to appoint Blair Schirman to the Transportation Improvement Program Citizens
Advisory Panel(TIP-CAP)to represent Commissioner District 3—Shelton Urban Growth Area
(UGA)or City for a two-year term ending November 8,2024.
8.9 Approval of the Resolution amending the Mason County Code for departments reporting to the
Commissioners. (Exhibit B,Resolution No.2022-073)
8.10 Approval of the Community Development Block Grant(CDBG)for the Evergreen Estates
watermain extension project;for Public Works to advertise,set a bid date and time,and award
contract;for Public Works to procure engineering/architect consultant services for the project
and enter into contract(s);and for the County Engineer and/or Chair to sign all pertinent
documents for the grant and project.
8.11 Approval of the January 2022 through December 2025 Collective Bargaining Agreement(CBA)for
Teamsters Local No. 252 and Operating Engineers Local 302 representing Mason County Public Works
Unit.
8.12 Approval of the Resolution updating the Non-Represented salary scale to reflect a 1.75%general wage
increase effective January 1, 2023. (Exhibit C,Resolution No.2022-075)
8.13 Approval to subcontract additional funds in the amount of$530,000 to Crossroads Housing for the
creation of a permanent eviction prevention rental assistance program from November 1, 2022 through
June 30, 2023.
8.14 Approval to subcontract additional funds in the amount of$178,295 to Shelton Family Center for the
purpose of assisting people experiencing homelessness to obtain and maintain housing stability from
November 1, 2022 through June 30, 2023.
8.15 Approval to increase the Superior Court Commissioner's contract from 37 hours per week to a Full-
Time-Employee (FTE)at 40 hours per week.
8.16 Approval for the Chair to sign the Memorandum of Agreement with the Port ofAllyn to codify the letter
between Mason County and the Port of Allyn concerning the mitigation of any negative hydraulic
impact to Sherwood Creek.
8.17 Approval to place the order for four Police Interceptor Utility vehicles to replace two canceled Police
Interceptor Utility vehicles and two canceled Tahoe Canine vehicles and update the 2023 Sherds
Office Motor Pool vehicle rates.
8.18 Approval to appoint Amanda Gonzales to the Mason County Housing and Behavioral Health
Advisory Board for a four year term expiring November 8, 2026

RESOLUTION NO. 2022-0�4 eXh�b��
Amending Resolution 2021-062 and Adding Bridge Weight Restrictions to Mason County
Code Chapter 12
WHEREAS, RCW 36.75.270 gives the Board of Mason County Commissioners the authority by
resolution to limit or prohibit classes or types of vehicles on any county bridge and may limit the weight
of vehicles which may travel thereon; and,
WHEREAS, in compliance with the requirements of the Federal Highway Administration's
National Bridge Inspection Standards(NBIS) for specialized haul vehicle regulations, updated bridge
load ratings have been completed as required; and,
WHEREAS, Bridge Limit Resolution 2021-062 was adopted October 12, 2021 restricting load
limits until the resolution was amended to modify such restrictions; and,
WHEREAS, updated load ratings have indicated structural deficiency in the bridges listed below
requiring a reduction in their load carrying capacity and or width restrictions; and,
THEREFORE, BE IT RESOLVED, that these restrictions be posted until this resolution is
amended to modify such restrictions based upon the recommendation of the County Engineer.

above. Violation of these limits shall be guilty of a misdemeanor in accordance with RCW 36.75.270.
BE IT FURTHER RESOLVED, Resolution No, 2021-062 be amended showing the new list of
bridges that are being restricted and add to County Code Chapter 12 - Bridges and Roads.

AMENDING RESOLUTION NO. 2020-19 AND CHAPTER 2.02,MASON COUNTY CODE,DEPARTMENTS
REPORTING TO THE BOARD OF MASON COUNTY COMMISSIONERS
WHEREAS,RCW 36.16.070 states that"In all cases where the duties of any county office are greater than can be
performed by the person elected to fill it,the officer may employ deputies and other necessary employees with the consent
of the board of county commissioners. The board shall fix their compensations ..."; and,
WHEREAS,the County Administrator position was filled in 2021 and serves at the pleasure of the Board of
Mason County Commissioners; and,
WHEREAS,the Community Services Department, Human Resources Department, Support Services Department,
Public Works Department,Office of Public Defense,and the Washington State University(WSU)Extension Office report
to the County Administrator; and,
WHEREAS,the scope and body of work have changed in the Community Services Department,necessitating a
reorganization into two departments: Department of Public Health and Human Services and the Department of Community
Development; and,
WHEREAS, in 1978 the Mason County Parks and Recreation Department was established by adoption of
Resolution 823,Mason County Code Chapter 2.48. This chapter is obsolete and needs to be removed;and,
NOW,THEREFORE BE IT RESOLVED by the Board of County Commissioners of Mason County to delete
Chapter 2.48 and amend Chapter 2.02.010 of the Mason County Code in its entirety to read as follows:
2.02,010 Departments established.
The following departments are established and report to the County Administrator who serves at the
pleasure of the Board:
1. Community Development Department which includes Building, Planning and Fire Marshal;
2. Human Resources Department which includes Board of Equalization, Civil Services and Risk
Management;
3. Public Health and Human Services Department which includes Community Health, Human Services,
Environmental Health, and Vital Records;
4. Support Services Department which includes Budget Manager,Central Services,Emergency
Management,Facilities and Grounds, Information Technology, LEOFF 1, Parks and Trails, and Motor
Pool;
5. Public Works Department which includes Utilities and Waste Management;
6. Office of Public Defense;
7, Washington State University Extension Office.

AMENDING RESOLUTION NO. 2022-061 TO UPDATE THE NON-REPRESENTED SALARY
SCALE TO REFLECT A 1.75% GENERAL WAGE INCREASE
WHEREAS, RCW 36.16.070 states that"...the Board of County Commissioners shall fix the
compensation of all employees..."; and
WHEREAS,the Board has determined a 1.75% general wage increase for all Non-Represented
employees to maintain parity with recommended increases proposed for the members of current
Collective Bargaining Agreements within the County; and
WHEREAS,consistent with Board Resolution No. 2020-76, the Board will continue to allow
step increases for Non-Represented employees, consistent with policy; and
NOW, THEREFORE BE IT RESOLVED, the Board of County Commissioners does hereby
amend the Non-Represented Salary Table by 1.75% general wage increase effective January 1, 2023.
