9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin, Shutty,and Trask met in closed session for labor negotiation via
Zoom from 9:00 a.m.to 10:00 a.m. Mark Neary,Mary Ransier,Nichole Wilston,Cabot
Dow,and Lindsey Smith were also in attendance.
10:00 A.M. Support Services—Mark Neary
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Diane Zoren shared the 2022 Boards,Councils,and Commissions list. Cmmr. Shutty shared
the request from the Economic Development Council to do two-year cycles and asked to
remove the Transmission Corridor Working Group. Cmmr.Trask shared that the Memorial
Hall Committee is now meeting quarterly. Approved to move forward.
• Diane discussed Chair for 2023. Cmmr.Trask will become Chair and Cmmr.Neatherlin will
become Vice-Chair. Approved to move forward.
• Diane shared the four open positions on the Lewis-Mason-Thurston Area Agency on Aging
(LMTAAA)advisory council. Tamra Ingwaldson requested to be reappointed leaving three
vacant positions. Approved to move forward.
• Jennifer Beierle shared the November 2022 financial report. Current Expense revenue
$42,820,040 at 105%;last year$41,228,818 at 104%. Treasurer Department Receipt
$30,759,863 at 114%;last year$28,409,502 at 108%. Current Expense expenditure
$37,045,746 at 84%;last year$35,681,349 at 87%. Six-Year Specific Revenue Streams:
Community Development$2,307,338;Detention&Correction$99,100;Current Expense
Property Tax$11,237,809;Road Diversion$1,066,408;County Road$9,119,233;Current

$1,528,754 at 101.59%;last year$1,260,664 at 94.16%. Special and Other Funds revenue
$56,239,744 at 70%;last year$54,532,445 at 95%. Special and Other Funds expenditure
$41,767,459 at 48%;last year$43,172,056 at 64%.
• Jennifer discussed the annual subrecipient agreement with Community Action Council of
Lewis,Mason,and Thurston Counties for service provision under a Public Services
Washington State Community Development Block Grant(CDBG). Approved to move
forward.
• Mary Ransier shared the addition of the continuous service definition to page 2 of Personnel
Policy to read"the most recent period of County employment unbroken by periods of
unauthorized absence,separation of employment due to discharge,resignation,retirement,or
other reason where employment relationship has ceased,or periods of layoff twelve(12)
months or longer". Approved to move forward.
• Mary discussed the lead pay annual review for Todd Cunningham. Approved to move
forward.
• Mark discussed the Department of Natural Resources(DNR)plan to harvest over 100 acres of
timber trust land surrounding the Mission Creek Correctional facility. DNR wants to move
forward with logging for district success. A comment was received from Ken VanBuskirk,
Cemetery District board member,requesting to harvest. Cmmr.Neatherlin reached out to the
surrounding community and received no push back to not log. Approved to move forward.

Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Marissa Watson shared the request from NW Green Construction INC.to rezone two parcels,
12217-24-50030& 12217-24-50040,from Rural Residential 10 to Rural Residential 5. The
Planning Advisory Commission(PAC)reviewed this request at the November 21,2022
meeting,listened to public comment and unanimously recommended approval of the request
to the Board. Cmmr.Neatherlin asked about a requested buffer? The owner is okay with
putting a buffer but the PAC did not base their approval on adding a buffer as the residential
code does not require buffer. Approved to move forward.
10:40 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Loretta discussed the 2023 annual utility rate increase for North Bay,Rustlewood,Beards
Cove,and Belfair. The Commissioner's agreed on a 5%increase for all and requested to
review for 2024.
10:55 A.M. Executive Session—RCW 42.30.110(1)(g)County Administrator Performance
Review
Commissioners Neatherlin,Shutty,and Trask met in executive session for County
Administrator performance review via Zoom from 10:55 a.m.to 12:34 a.m. Mark
Neary was also in attendance.
