9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin,Shutty,and Trask met in closed session for labor negotiation via
Zoom from 9:00 a.m.to 10:00 a.m. Mark Neary,Mary Ransier,Nichole Wilston,Cabot
Dow,and Lindsey Smith were also in attendance.
10:00 A.M. Public Defense—Peter Jones
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Peter shared the yearly grant from the Office of Public Defense. Approved to move forward.
10:05 A.M. Support Services—Mark Neary
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Jennifer Beierle shared a request to purchase a Terradyne armored vehicle for the Mason
County Sheriffs Office using American Rescue Plan Act(ARPA)funds a procured through a
sole-source purchase. This vehicle would not be ready until 2023. The proposal is to add into
the 2023 budget$61,500 to come out of the General Fund. Chief Adams shared`BearCat"
was used as a placeholder term. Approved to move forward.
• Mary Ransier requested to add two certifications to the approved list in the Career Incentive
Policy 5.13. 1)RIMS-CRMP:Risk Management Society Certified Risk Management
Professional and 2)AICP:American Institute of Certified Planners. Budget impact is$5,000
annually upon completion for RIMS-CRMP and$5,000 immediately annually. Board will
define limits and amounts. Table for further discussion.
• Mary shared the draft Personnel Policy updates. Addition,removal,reorganization,and
updated language to ensure best practices are incorporated. Specific updates to Policy 3.1 —
recruiting to comply with RCW 49.58.110 and to include information about compensation
and benefits. Addition of Policy 8.2 Workplace Safety. Approved to move forward.
• Mary discussed the Human Resources 2023 strategic plan. Goals include total reward and
benefits,recruitment and hiring,diversity and inclusion,learning and development,systems,
engagement and well-being,HR team development,and legal compliance.
• Mark shared the 2022-2023 Comprehensive Economic Development Strategy(CEDS)project
list to include the$20k request from the Port of Grapeview to support operations and
maintenance of the Port's boat launch,restrooms,and dock. Approved to move-forward.
10:30 A.M. Community Development—Kell Rowen
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Michael MacSems shared the annual Heritage Grant cycle news release. Approved to move
forward.
• Michael requested final approval for the Olympic Ridge plat,a 145-lot subdivision in Belfair.
The preliminary plat approval was done December 2020. Typically,all details are finished
for final approval;however,some infrastructure details are not completed yet such as the
water system. The Fire Marshall has fully clarified. The proposal is for final approval when
bonded. Cmmr.Neatherlin wants the project done appropriately and to see final
determination from the school districts. Cmmr. Shutty asked what the requirement was for
Lakeland Village and wants a consistent approach. Kell Rowen added that her and Loretta
Swanson felt that it was appropriate to bond for final plat. Cmmr.Trask asked for a formal
process to be written up. Table for further discussion.

Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Richard Dickinson shared the amendment to the Parametrix post monitoring and on-call
services to continue sampling for 2023 which is required by the Department of Ecology in the
amount of$29,507.08. Approved to move forward.
• Justin Phelps gave an update on the membrane replacement at the Belfair facility and shared a
PowerPoint presentation.
