Special Meeting Public Hearing to Adopt the 2023 Budget for Mason County 9:30 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin,Shutty,and Trask met in closed session for labor negotiation via Zoom from 9:30 a.m.to 10:00 a.m. Mark Neary,Mary Ransier,Nichole Wilston,Cabot Dow,and Lindsey Smith were also in attendance. 10:00 A.M. Executive Session—RCW 42.30.110(1)(i)Litigation Commissioners Neatherlin, Shutty,and Trask met in executive session for litigation via Zoom from 10:00 a.m.to 10:45 a.m. Tim Whitehead,Mark Neary,Dave Windom,and Kell Rowen were also in attendance. 10:45 A.M. Support Services—Mark Neary Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Jennifer Beierle requested to delete Department 258 Murder Expenditures paid for by the General Fund and Department 305 Motor Pool paid for by Facilities and to merge Fund 429 Beards Cover Reserve into Fund 412 Beards Cove and Fund 480 Storm Drain System Development into Fund 105 County Road. This was previously approved by the Audit Committee. Approved to move forward. • Jennifer discussed amending the contract with the Washington State Conservation Commission for the Voluntary Stewardship Program(VSP)and having the County Administrator sign for the addition of$50,405. Approved to move forward. • Mary Ransier requested to add the American Institute of Certified Planners(AICP)to the approved list under the Career Incentive Policy. This policy attempts to identify key licenses and certifications that are cost saving and beneficial to the County. Budget impact is$5k. This was originally briefed on November 28. Approved to move forward. • Mary discussed moving the Therapeutic Courts Program Manager from salary range 25 to salary range 27. A market analysis showed that essential functions for this position were not captured. Approved to move forward. • Diane Zoren shared a request from Lewis County asking for the concurrence of reappointing Brian Zylstra to the Timberland Regional Library Board of Trustees. Approved to move forward. • Diane shared the Noxious Weed Control Board position openings news release. Approved to move forward. • Mark shared that he is moving forward with the offer on a property purchase and is waiting on a response from the sellers. The expected closing date is February 15. • Mark discussed the request from the Department of Corrections(DOC)to lease around 15 forested acres around the Mission Creek Correctional Facility to use as a buffer. Department of Natural Resources(DNR)is preparing to harvest over 100 acres of timber in that area. 75%of the proceeds comes back to Mason County to go towards schools,roads,fire districts, etc. DOC submitted a request to the Governor to pay$27k per year to lease the buffered area. Tabled for further discussion. • Mark shared the request from Community Lifeline for funding for a 24/7 cold weather shelter. The City of Shelton will contribute$20k and the County would contribute$34,789.84. Approved to move forward. Page I 1 • Cmmr.Trask asked residents to visit and challenge the drafted National Broadband Map on the www.fcc.gov website to ensure Mason County is accurately represented and a high priority for broadband. • Cmmr. Shutty shared that political signs need to be taken down. 11:20 A.M. Public Health—Dave Windom Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Melissa Casey shared the acceptance letter for Mason County Community Services to receive funding for the Women,Infants,and Children(WIC)program. Partners include Mason Health and the Shelton YMCA. Approved to move forward. • Casey Bingham requested to move a Full-Time Temporary Account Technician Position to Permanent Full-Time to be paid for by Foundational Public Health Services(FPHS)funding. Approved to move forward. • Dave discussed the Tuberculosis press release that was shared on Friday,December 2. There are five individual active cases of Tuberculosis in Mason County. 11:30 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Loretta Swanson shared the 11 draft of the latecomer's agreement with Harbor Custom Development for installation of a public sanitary sewer line. The total eligible construction costs for the project is$1.312 million with a pro-rata share of$430.35 per ERU. The term of the agreement is 20 years. One ERU is defined as standard water consumption of 155 gallons per day. Approved to move forward. • Richard Dickinson discussed the Mason County water/sewer utility annual rate increase at 5%. The new 2023 monthly rates are as follows:Belfair$96;Rustlewood sewer$118.14 and water$44.32;Beards Cove$44.32;and North Bay Case Inlet$124.86. Approved to move forward.
