HomeMy WebLinkAbout57-03 - Res. to Establish Comprehensive Economic Development Strategy Project List RESOLUTION NO , 57 - 03 A RESOLUTION TO ESTABLISH THE COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY PROJECT LIST WHEREAS , members of the Board of Directors of the Economic Development Council have been designated by the Mason County Board of Commissioners as the Comprehensive Economic Development Strategy ( CEDS ) Committee (formerly OEDP ) for Mason County , Washington ; and WHEREAS , the CEDS Committee has assisted Mason County in prioritizing possible infrastructure improvements to enhance economic sustainability throughout Mason County; and WHEREAS , the prioritized list of possible infrastructure improvement projects is also used as a selection list for the Washington Community Economic Revitalization Team (WA- CERT ) process ; and WHEREAS , the State Legislature has authorized Mason County to retain . 08 percent of retail sales taxes annually for economic development projects ; and WHEREAS , eligibility for funding must be demonstrated by a prioritization of projects ; and WHEREAS , the EDC has solicited suggested projects from local Mason County jurisdictions and community groups ; and WHEREAS , the CEDS Committee has recommended a list of projects which updates the current infrastructure needs which the Commissioners have reviewed ; WHEREAS , the Commissioners have identified the following list and priorities : First Prioritv : Shelton Area Regional Water and Wastewater Facilities ( $ 38 million ) - City of Shelton Second Prioritv: Long Range County-Wide Economic Development Planning ($ 90 , 000 ) - County Third Prioritv : City of Shelton Infiltration and Inflow Control Project ($ 25 , 000 , 000 ) - City of Shelton Fourth Prioritv : Hoodsport Finch Creek Sewer System ($ 3 , 500 , 000 ) - PUD # 1 Fifth Priority : Belfair / Hood Canal Sewer System in conjunction with storm water improvements and improvements to SR 3 within the Belfair UGA ($ 15 million ) - County Sixth Priority : Improve rail loading facility at Johns Prairie ( $ 350 , 000 ) - Port of Shelton Seventh Prioritv : Industrial Development Area ( Belfair Industrial Development ) ($2 million ) - Port of Allyn Page 2 of 3 Comprehensive Economic Development Strategy Project List Eighth Priority: Upgrade Allyn Water System ( $ 300 , 000 ) — Port of Allyn Ninth Priority: Stormwater Management Johns Prairie ($250 , 000 ) — Port of Shelton Tenth Priority: Replace AC water lines ($490 , 000 ) — Port of Shelton Eleventh Priority : Fairgrounds relocation ( $ 2 , 000 , 000 ) — County Twelfth Priority: SR3 Corridor Improvements ($ 1 , 000 , 000 ) — City of Shelton Thirteenth Priority : Repair Intersection at 7th & Alder ( $ 1 million ) — City of Shelton Fourteenth Priority : Hartstene Pointe Outfall ($ 2 , 120 , 000 ) — County Fifteenth Priority : Allyn UGA planning ( $25 , 000 ) — Allyn sub-area planning group Sixteenth Priority : Electric Utility Upgrade and infrastructure in PUD #3 area ($ 11 million ) — PUD #3 Seventeenth Priority : Brownsfield clean - up Johns Prairie ( $ 100 , 000 ) — Port of Shelton Eighteenth Priority : Substation Construction and Upgrades ($ 3 million ) — PUD #3 Nineteenth Priority : Countywide fiber optics backbone installation ( $ 5 million ) — PUD #3 Twentieth Priority: Reconductor 4 miles Hwy 106 electrical primary line — ( $ 720 , 000 ) — PUD # 1 Twenty-first Priority : Renovation of Bldg . 1 at the Port of Shelton ($ 1 . 6 million ) — Port of Shelton Twenty-second Priority : Alderbrook water system distribution replacement and reservoir ($ 600 , 000 ) — PUD # 1 Twenty-third Priority: Renovation of Baja Bldg . at the Port of Shelton ( $360 , 000 ) — Port of Shelton Twenty-fourth Priority : Renovation of eight small water projects ( $ 1 , 538 , 000 ) — PUD # 1 Twenty-fifth Priority : Restoration of Skokomish River ($ 1 million ) - County Twenty-sixth Priority : Rustlewood Reservoir ($ 300 , 000 ) — County Twenty-seventh Priority : Reservoir and distribution replacement for Lake Arrowhead water system ($ 805 , 000 ) — PUD # 1 Twenty-eighth Priority : New Central Station ( $ 1 , 250 , 000 ) — Fire District #5 Twenty- ninth Priority : Rustlewood Sewer Improvements ( $450 , 000 ) — County Thirtieth Priority: Skokomish Reservation wastewater treatment plant ($ 9 million ) Thirty-first Priority : Belfair Bypass ( $ 8 , 130 , 000 ) Project currently on hold pending outcome of the planning effort . Page 3 of 3 Comprehensive Economic Development Strategy Project List NOW , THEREFORE BE IT HEREBY RESOLVED , that the Board of Mason County Commissioners adopts the above list of priorities and requests the EDC to forward said list to the Region 10 office of the Economic Development Administration , the U . S . Department of Commerce ; the United States Forest Service , the Department of Agriculture ; the Washington Community Economic Revitalization Team ; and other applicable infrastructure funding offices of Washington State and the Federal Government .
