Approving Grant from County Distressed .08 Area Capital Improvement Fund RESOLUTION N0 , 134-04 A RESOLUTION APPROVING A GRANT FROM THE MASON COUNTY DISTRESSED . 08 AREA CAPITAL IMPROVEMENT ( . 08) FUND IN THE AMOUNT OF UP TO ONE HUNDRED AND FIFTY THOUSAND DOLLARS ( $ 150, 000) TO THE PORT OF ALLYN FOR CONSTRUCTION OF THE ALLYN WATER PROJECT WHEREAS, the Port of Allyn has requested a grant from the Mason County Distressed Area Capital Improvement ( . 08) Fund for construction of a water project, hereinafter " Project"; and WHEREAS, the Project consists of the extension of the Port's water system , installation of a storage tank, and construction of inter-ties with Washington Water Systems (WWS) and Lakeland Village Water System ( LVWS) ; and WHEREAS, the Project cost is $ 375, 000 as described in certain documents and map attached and made part of this resolution ; and WHEREAS, Allyn is a designated Urban Growth Area ( UGA) within the Comprehensive Plan of Mason County; and WHEREAS, the grant of . 08 funds will enable the Port of Allyn to obtain at least a $ 125, 000 grant and $40, 000 loan from Washington State to pay a portion of the Project costs ; and WHEREAS, the Project qualifies as an infrastructure project for . 08 funds ; NOW, THEREFORE, BE IT RESOLVED by the Board of Mason County Commissioners that a grant of forty (40) percent of the $ 375, 000 Project costs, not to exceed $ 150, 000, is approved to the Port of Allyn for construction of the Project, subject to the following conditions that the Port . 1 , obtain state grant funds of at least $ 125, 000 and loan funds of $40, 000 to support the Project . 2a obtain the necessary right- of-way for water lines . 3a execute inter-tie agreements with WWS and LVWS prior to awarding a construction contract . 4 . obtain an additional $ 60, 000 funding contribution from property owners to be served by the extended water service prior to awarding a construction contract . In the event less than $ 60, 000 in funding is obtained , the Port agrees to contribute the shortfall . 5 . agrees to fund all expenditures which exceed the $ 375, 000 project cost . BE IT FURTHER RESOLVED that the County will pay the Port forty (40) percent of vouchered expenditures for completed work provided the above conditions are met; and that this commitment is valid for a period of six ( 6) months from the date of adoption of this resolution during which time the conditions must be met and a project construction contract awarded or this resolution is extended , in writing , by the County .
