Establishing Comprehensive Economic Development Strategy Project List RESOLUTION NO . 43 - 04 A RESOLUTION TO ESTABLISH THE COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY PROJECT LIST FOR 2004 WHEREAS , members of the Board of Directors of the Economic Development Council have been designated by the Mason County Board of Commissioners as the Comprehensive Economic Development Strategy (CEDS ) Committee (formerly OEDP ) for Mason County, Washington ; and WHEREAS , the CEDS Committee has assisted Mason County in prioritizing possible infrastructure improvements to enhance economic sustainability throughout Mason County; and WHEREAS , the prioritized list of possible infrastructure improvement projects is also used as a selection list for the Washington Community Economic Revitalization Team (WA- CERT) process ; and WHEREAS , the State Legislature has authorized Mason County to retain . 08 percent of retail sales taxes annually for economic development projects ; and WHEREAS , eligibility for funding must be demonstrated by a prioritization of projects ; and WHEREAS , the EDC has solicited suggested projects from local Mason County jurisdictions and community groups ; and WHEREAS , the CEDS Committee has recommended a list of projects which updates the current infrastructure needs which the Commissioners have reviewed ; WHEREAS , the Commissioners have identified the following list and priorities : First Priority: Shelton Area Regional Water and Wastewater Facilities ($40 million ) - City of Shelton expand sponsorship to all involved included Port of Shelton , State agencies & County Second Priority : Belfair/Hood Canal Sewer System in conjunction with storm water improvements and improvements to SR3 within the Belfair UGA ($ 18 million ) - County Third Priority: City of Shelton Infiltration and Inflow Control Project ($25 , 000 , 000 ) - City of Shelton Fourth Priority: Hoodsport Finch Creek Sewer System ($3 , 500 , 000 ) - PUD # 1 Fifth Priority: Long Range County-Wide Economic Development Planning ($90 , 000 ) - County also EDC Sponsorship Sixth Priority : Pacific Northwest Salmon Center ( PNWSC ) ($ 12 , 000 , 000 ) - Pacific Northwest Salmon Center Seventh Priority: Brownsfield clean - up Johns Prairie ( $ 100 , 000 ) - Port of Shelton Eighth Priority : Upgrade Allyn Water System ($300 , 000 ) - Port of Allyn Ninth Priority: Improve rail loading facility at Johns Prairie ($350 , 000 ) - Port of Shelton Tenth Priority : Replace AC water lines ($490 , 000 ) - Port of Shelton Eleventh Priority : Fairgrounds relocation ($2 , 000 , 000 ) - County 2004 CEDE List Page 2 of 3 Twelfth Priority: SR3 Corridor Improvements ($ 11000 , 000 ) — City of Shelton Thirteenth Priority: Repair Intersection at 71h & Alder ($ 1 million ) — City of Shelton Fourteenth Priority: Hartstene Pointe Outfall ($2 , 120 , 000 ) — County Fifteenth Priority: Allyn UGA planning ($25 , 000 ) — Allyn sub-area planning group Sixteenth Priority: Electric Utility Upgrade and infrastructure in PUD #3 area ($ 11 million ) — PUD #3 Seventeenth Priority : Substation Construction and Upgrades ($3 million ) — PUD #3 Eighteenth Priority : Countywide fiber optics backbone installation ($5 million ) — PUD #3 Nineteenth Priority: Industrial Development Area ( Belfair Industrial Development) ($2 million ) — Port of Allyn Twentieth Priority: NBC Bldg . ( $2 , 000 , 000 ) — Port of Shelton Twenty-first Priority : Co-location of Mason County Communications ($ 758 , 100 ) — Fire District #5 Twenty-second Priority : Sewer Collection Infrastructure ($ 150 , 000 ) — Port of Shelton Twenty-third Priority : Hwy 101 access enhancement ($ 150 , 000 ) — Port of Shelton Twenty-fourth Priority: Site Prep/ Infrastructure-Tenant headquarters ($250 , 000 ) — Port of Shelton Twenty-fifth Priority : Renovation of Bldg . 1 at the Port of Shelton ($ 1 . 6 million ) — Port of Shelton Twenty-sixth Priority: Restoration of Skokomish River ($ 1 million ) — County Twenty-seventh Priority: Rustlewood Reservoir ($300 , 000 ) — County Twenty-eighth Priority: Reservoir and distribution replacement for Lake Arrowhead water system ($8211000 ) — PUD # 1 Twenty- ninth Priority : New Central Station ($ 1 , 250 , 000 ) — Fire District #5 Thirtieth Priority: Rustlewood Sewer Improvements ($450 , 000 ) — County Thirty-first Priority: Belfair Bypass ($8 , 130 , 000 ) Project currently on hold pending outcome of the planning effort . Thirty-second Priority: Mountain View Water System Capital Improvements Project ($79 , 000 ) — PUD # 1 Thirty-third Priority : Minerva Terrace Water System Capital Improvements Project ($ 145 , 000 ) — PUD # 1 Thirty-fourth Priority: Pirates Cove Water System Capital Improvements Project ($265 , 000 ) — PUD # 1 NOW , THEREFORE BE IT HEREBY RESOLVED , that the Board of Mason County Commissioners adopts the above list of priorities for inclusion in the 2004 CEDS publication and CADocuments and Settings\deannahTocal Settings\Temp\CEDS 2004. doc 2004 CEDS List Page 3 of 3 asks the EDC to forward said list to the Region 10 office of the Economic Development Administration , U . S . Department of Commerce , the Governor's Interagency Timber Taskforce , the Office of Forestry and Economic Development in Portland , Oregon and the Washington Community Economic Revitalization Team .
