Establishing Utility Rates and Charges for Harstine Pointe Water and Sewer Resolution No . 4 9 - 0 5 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MASON COUNTY, ESTABLISHING UTILITY RATES AND CHARGES FOR CUSTOMERS OF THE HARTSTENE POINTE WATER AND SEWER SYSTEMS , AMENDING CHAPTER 13 . 16 OF THE MASON COUNTY CODE, AND SETTING AN EFFECTIVE DATE . WHEREAS , Mason County is responsible for the maintenance, operation, and improvement of the water and sewer utility systems for the Hartstene Pointe community; and WHEREAS , these water and sewer systems are established as "enterprise funds" and must be self- supporting through the revenues from payments for water and sewer services ; and WHEREAS , Mason County is responsible for ensuring the fiscal solvency of these enterprise funds while maintaining the long term health of these infrastructure systems ; and WHEREAS , an assessment of operational and capital conditions in the water and sewer systems resulted in identified needs for additional funding to support capital improvements and perform annual preventative maintenance; and WHEREAS , a Resolution of the Board of County Commissioners is the appropriate mechanism to establish the fees and charges for water and sewer services ; NOW THEREFORE, the Board of County Commissioners does hereby resolve as follows : SECTION 1 : Chapter 13 . 16 . 020 of the Mason County Code is amended to read as follows : The following monthly rates shall be charged for each residential unit receiving water services : July 2005 2006 2007 Single Family Dwelling : $ 23 . 00 $ 23 . 00 $ 24 . 00 Lot without Dwelling : $ 9 . 00 $ 9 . 00 $ 9 . 50 SECTION 2 . Chapter 13 . 16 . 030 of the Mason County Code, titled " Surcharges" is hereby deleted . SECTION 3 . Chapter 13 . 16 . 040 of the Mason County Code shall be amended to read as follows : The following monthly rates shall be charged for each residential unit receiving sewer services . July 2005 2006 2007 Single Family Dwelling : $ 37 . 00 $ 37 . 00 $ 41 . 00 Lot without Dwelling $ 15 . 00 $ 15 . 00 $ 16 . 50 SECTION 4 . Chapter 13 . 16 . 060 ( a) of the Mason County Code is revised to read as follows : (a) When sewer and/or water charges are not paid within sixty (60) days after the date of billing, such charges shall be considered delinquent, and the water service for the delinquent account may be shut off by the County. In the event that water service is shut off of delinquent charges , all outstanding charges must be paid before service will be restored . In addition to delinquent charges which caused the service to be shut off, a $ 25 . 00 service fee shall be paid to reestablish service . During the period between service shutoff and reestablishment, monthly service charges will continue to accrue at the normal rates . All delinquent payments for service shall also be subject to interest penalties in an amount equal to eight percent ( 8 %) annually. Such interest charges shall be computed monthly based on outstanding service charges . SECTION 5 : Effective Date The rates and service charges specified in this Resolution shall take effect on the first day of the month following adoption by the Board of County Commissioners . ADOPTED by the Board of County Commissioners of Mason County, this 7 t h day of June , 2005 .
