AUTHORIZATION TO CONDUCT MASON COUNTY ELECTIONS BY MAIL BALLOT
WHEREAS, RCW 29A. 48 . 010 was amended to read "( 1 ) With express authorization from the
county legislative authority, the county auditor may conduct all primary, special , and general
elections entirely by mail ballot. . . . "
WHEREAS, Mason County conducted an advisory ballot in the fall of 2004 resulting with 82 % of
the votes being in favor of conducting elections in Mason County by mail ballot; and
WHEREAS, 70% of Mason County voters currently vote by absentee ballots in all elections; and
WHEREAS, 80% of the taxing districts in Mason County have been requesting that all special
elections be conducted by mail ballot; and
WHEREAS, the Help America Vote Act of 2002 requires the acquisition of Direct Recording
Electronics (DREs) in every polling location ; and
WHEREAS, the cost to purchase DREs for every polling location would create a direct
unnecessary burden on the taxpayers of Mason County; and
WHEREAS, the Mason County Auditor concurs it would be in the best interest of Mason County
to conduct all elections by mail ballot and this action will allow Mason County to maintain
provisional ballots at the local level .
NOW, THEREFORE, BE IT RESOLVED that the Board of Mason County Commissioners
authorizes the Mason County Auditor to undertake any and all actions required to conduct all
Mason County elections by mail in accordance with state law.
