Establishing Policy for Allocation of County-Operated Baseball Facilities RESOLUTION NO . ) I A RESOLUTION ESTABLISHING A POLICY FOR THE ALLOCATION OF COUNTY- OPERATED BASEBALL FACILITIES , SUPERCEDING ALL PREVIOUS PRACTICES OR POLICIES , AND AUTHORIZING THE PARKS , UTILITIES , AND WASTE MANAGEMENT DEPARTMENT TO DEVELOP PROCEDURES AND PROCESSES TO IMPLEMENT SUCH POLICY . WHEREAS , Chapter 67 . 20 . 010 RCW , provides the authority for Counties to own and operate recreational facilities for public use , and to set forth the regulations , policies , and practices governing such use ; and WHEREAS , Mason County owns and /or operates baseball fields and facilities for the enjoyment and benefit of its residents and visitors ; and WHEREAS , The demand for these fields and facilities makes it necessary to establish a policy for allocating such fields and facilities among various user groups ; NOW , THEREFORE , BE IT RESOLVED , that the Board of County Commissioners of Mason County does hereby establish a " Field Allocation Policy" as set forth in Exhibit A , which supercedes all previous practices and policies pertaining to this subject . BE IT FURTHER RESOLVED , that the Parks , Utilities , and Waste Management Department , or such department or organization that is designated the responsibility for operating baseball fields and facilities under control of the County at some point in the future , shall be authorized to develop and implement any processes and procedures necessary to implement this Field Allocation Policy , as set forth in Exhibit A or subsequently amended . These criteria will be applied in tiered fashion , with the second , third , and subsequent tiers applied in cases where all factors in the preceding tiers have been applied and a scheduling conflict remains . I . Highest priority will be given to non - profit youth leagues and /or organizations offering open participation , as follows : A . Field use by youth leagues for official league games where such games are utilized to determine team standings leading to district , regional , state or other playoff competition (competitive play) . B . Use by youth leagues for official league games where the games do not lead to district , regional , state or other playoff competition ( recreational play) . C . Allocation of fields will be based on appropriateness for the level of play and league requirements for field configuration ( i . e . length of base runs , outfield fence distance , etc . ) . D . Practice sessions for competitive leagues . E . Practice sessions for recreational leagues . II . Youth leagues with the highest number of Mason County residents currently participating . III . Leagues with the longest consecutive annual use of County-operated baseball and athletic facilities will receive priority in accordance with the longevity of such use . IV . In order to obtain full optimization of each athletic field , Mason County Parks will attempt to accommodate the needs of newly formed leagues or start- up organizations based on the field allocation criteria outlined above . A final determination for field allocation will be based on availability of facilities and the ability to meet league requirements for level of play . V . Allocation of fields for adult league games will commence following the regular season play for youth leagues . VI . Independent team practices will be scheduled on a space available basis . Such practice sessions may be cancelled and /or rescheduled to accommodate rescheduled youth league or adult league games . Version: 02/ 11 /05
