Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin,Shutty,and Trask met in closed session for labor discussion via Zoom from 9:00 a.m.to 9:59 a.m. Mark Neary,Mary Ransier,Nichole Wilston,Cabot Dow, and Kaitlyn Smith were also in attendance. 10:00 A.M. Executive Session—RCW 42.30.110(1)(i)Litigation Commissioners Neatherlin,Shutty,and Trask met in executive session for potential litigation via Zoom from 10:00 a.m.to 10:30 a.m. Mark Neary,Tim Whitehead,and Nichole Wilston were also in attendance. 10:30 A.M. Assessor's Office—Patti McLean Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Patti requested to advertise and fill a Chief Deputy Assessor position for succession planning. Vickie King will be retiring December 31,2022. Approved to move forward. 10:35 A.M. Support Services—Mark Neary Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Debora Munguia gave a 2023 Legislative Session Preview for Mason County presentation. Topics included legislative session background,key legislative changes,looking ahead and next steps,2023 and potential legislative issues,and meeting with the delegation. The long session begins January 9,2023. Three biennial budgets will be discussed:operating,capital, and transportation. Potential legislative issues include:public safety,revenue and economy, environment,affordable housing/homelessness,and behavioral health. Mark discussed grant program funding requests for Fish Barrier Removal Board(FBRB),PROTECT program, Floodplains by Design(FbD),Surface Transportation Block Grant Program(STBG),Bridge Investment Program,and Pilot Fed Fund Exchange Program. Project funding requests include projects listed in the Belfair Environmental Impact Statement(EIS)transportation mitigation summary,Johns Prairie and State Route 3(SR-3)intersection improvement,and SR-3 and North Bay intersection. Funding will be received in 2023 for developing the comprehensive plan. Other funding support includes:maintain and extend.09 funding, looking into jail funding opportunities,and regionalization of juvenile detention facilities. External services in need of support includes the regional septic treatment facility on Web Hill. • Becky Rogers requested approval for the Mason County Board of Equalization to hear completed and timely filed appeals for the 2022 assessment year. Approved to move forward. • Diane.Zoren shared the contract with Bridgeview Consulting,LLC to complete the update of the County's multi jurisdictional hazard mitigation plan. Approved to move forward. • Mary Ransier discussed criminal history checks on County employees. The County conducts criminal history checks in accordance with RCW 49.94.010. Further discussion is required. Tabled. • Mark requested to amend the resolution for departments reporting to the Commissioners. Cmmr.Neatherlin requested to add Public Defense. Approved to move forward. • Mark shared that he attended a meeting with Representative Derek Kilmer and Senator Maria Cantwell to discuss the revitalization grant that will potentially be funded through the CHIPS Act. It is a billion dollars over a five-year period and will focus on rural communities that are unable to competitively compete for grants. Page I I 11:00 A.M. Public Health—Dave Windom Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Dave shared the quarterly finance graphs for Public Health. • Melissa Casey discussed the application received for a vacant citizen position on the Mason County Housing and Behavioral Health advisory board from Amanda Gonzales. Approved to schedule an interview. • Ian Tracy shared the 2023 Environmental Health Fee Schedule. The consumer price index (CPI)increased by 8.3%and fees are being adjusted by the maximum of 5%which will go into effect January 1,2023. Approved to move forward. 11:10 A.M. Public Works—Loretta Swanson Utilities& Waste Management Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Richard Dickinson shared the 2023 solid waste rates news release. The August to August CPI increased by 9%and rates will increase beginning January 1,2023. Table. • Richard shared the 2023 water and sewer system rate increase for North Bay,Rustlewood, and Beards Cove news release. Table.
