Guest: Lydia Buchheit,Heidi Iyall,Kristine Gaa, Debbie Riley 1. The Chairperson called the meeting to order at 3:30 p.m. 2. Sheldon/Olsen moved and seconded to adopt the agenda as published. Motion carried unanimously. 3. Van Buskirk/Megiveron moved and seconded to adopt the regular meeting minutes of May 27,2014 as presented. Motion carried unanimously. 4. Community Health Improvement Plan Priority: Vicki Kirkpatrick thanked the Board of County Commissioners for establishing a breast feeding policy. Kris Gaa encouraged a resolution for supporting breast feeding. Cmmr.Jeffreys read the Resolution supporting breast feeding mothers in the workplace. Van Buskirk/Sheldon moved and seconded to adopt the Resolution supporting breastfeeding mothers in the workplace. Motion carried unanimously Resolution 01-14(Exhibit A) Chair Jeffreys asked if there is a roll out plan to encourage businesses to implement breast feeding policies. Kris Gaa answered there is no set plan at this time although they are working with the Chamber of Commerce. She added that they also have stickers for windows. Vicki Kirkpatrick stated that breast feeding could be publicly recognized once a year. Frank Phillips added that it could be placed in the Journal as well. Terry Megiveron commented they could also put information in the SCOPE hospital newsletter. Mike Olsen stated that the City of Shelton passed a similar Resolution in July 2011. Heidi Iyall thanked City Commissioner Olsen because Public Health used their Resolution as an example to create the County Resolution. Vicki informed everyone that this will be Heidi's last BOH meeting. Her last day is July 31. Heidi will be starting her new job at Washington State Department of Health effective August 1,2014. 5. Board of Health Process and Agendas-Board and Staff Discussion. Vicki asked for feedback from the Board for input for topics and priorities for future BOH meetings. She passed out a non prioritized list of potential future BOH agenda items. Cmmr.Sheldon said he feels that"Prevention of and education about substance abuse"should be a priority. He added this is particularly important now as marijuana has become legal. Terry Megiveron stated that he feels it's important to have access to topics as soon as possible in order to familiarize with topics. BOARD OF HEALTH PROCEEDINGS July 22,2014-PAGE 2 Cmmr.Jeffreys stated that she asks that the BOH do a review of activities of Mason County Public Health. She said there is an assumption that these are the activities Mason County wants to continue to do. She asked that these things be reviewed to make sure these are things that are still in the best interest of the County. She stated this would be an advisory process and this would be an advisory process. Lydia stated that their funding is always changing and they do their best to stay aligned and fill gaps. Cmmr.Jeffreys commented that in order to fill in gaps,some things may need to be dropped off. Vicki stated that some Boards do an annual review of the Health budgets. Cmmr.Jeffreys said that providing a list of priorities and how they will stay in the budget is a way to stay aligned. Terry Megiveron commented he appreciates a proactive approach. He would rather be proactive than behind the ball. Cmmr.Jeffreys brought up the topic of Choice Health Network and stated that they have received a planning grant. Vicki stated at this point it is a planning grant. She added that at a certain point,Mason County will not have the option to opt out. Terry Megiveron stated that he feels that access to affordable medical,mental health and dental healthcare is hard to find. He added that Community Action Dental is closing. He said that emergency room visits are up. Vicki stated Community Action Dental is closing because they cannot make ends meets with Medicade reimbursements. Vicki added Mason County has only one provider that will take Medicare. Lydia stated that they need to take a look at the County to see what they can do. Rural health clinics do not get the same reimbursements as Federally Qualified Health Centers. Lydia stated that Public Health need to have more participation with the fire districts to achieve a combined response. Terry Megiveron said he would like discussion on substance abuse and how it relates to Behavioral Health. Vicki stated that for the September meeting they could discuss budget and foundational services. She said she will send something out. She said BOH will be able to talk about funding sources at the next meeting. Cmmr. Sheldon brought up Oakland Bay watershed and water quality. He brought up the idea of a tipping fee as a funding source for environmental health. It is fifteen million gallons per year. He is wondering if the County could implement a tipping fee and use the funds for water quality issues. Debbie Riley stated that no one is getting tipping fees at this time. One penny per gallon would be an additional$12 for a standard tank. Cmmr.Neatherlin stated that if the price changes people may just go somewhere else for the service. Cmmr.Sheldon disagreed. Debbie Riley will look deeper into this. BOARD OF HEALTH PROCEEDINGS July 22,2014-PAGE 3 Mike Olsen brought up C Street Dump as a future topic. He said it's a public health issue. Vicki informed the Board that Dr.Yu was reappointed by the Governor for another three years to the Washington State Board of Health. 6. Board Comment/Discussion—Cmmr.Jeffreys commented that she would still like information on cancer statistics from Dr.Yu. 7. Public Comment—There was no public comment. 8. In comparison,the national breastfeeding average is 74%at birth,43.5%,at 6 mo and 22.7%at 12 m.o,and WHEREAS,national Healthy People 2020 goals include objectives to increase the proportion of infants who are breastfed with targets of: 60.6%of infants at 6 months and 34.1%of infants at Iyear,and WHEREAS,the Centers for Disease Control(CDC)reports infants who are not breastfed experience more episodes of diarrhea,ear infections,and lower respiratory tract infections and are at higher risk of sudden infant death syndrome,diabetes,and obesity.Breastfeeding also helps protect mothers from breast and ovarian cancer,and WHEREAS,to help support breastfeeding mothers and increase breastfeeding rates in the United States,the U.S. Surgeon General released The Surgeon General's Call to Action to Support Breastfeeding in 2011.The Call to Action sets out clear action steps that communities,health care systems,health care providers,employers,public health professionals, and other organizations and individuals can take to support mothers and make breastfeeding easier,and WHEREAS,the Affordable Care Act amends the Fair Labor Standards Act(FLSA),to require that employers provide reasonable break time,each time an employee needs to express breast milk for her nursing child for one year after the birth of the child. In addition,employers are required to provide a private place(non-bathroom),that is shielded from view and free from intrusion,where nursing employees can express breast milk during the workday,NOW THEREFORE BE IT RESOLVED,the Mason County Board of Health encourages all employers in Mason County to adopt policies that provide nursing mothers reasonable break time and an appropriate place to express breast milk because of the many health benefits breastfeeding has to both mother and child and to comply with Section 7(r)of the Fair Labor Standards Act—Break Time for Nursing Mothers Provision.
