The meeting was called to order at 1:51 p.m.by Chairperson Laura E. Porter.
APPROVAL OF MINUTES
Cmmr.Faughender/Hunter moved and seconded to approve the meeting minutes dated November 21,1994 as
circulated: Motion carried unanimously. F-aye; H-aye; P-aye.
CORRESPONDENCE
Janice Fredson commented on dye packets and obtaining compliance with access issues; also a response from
staff to the complaint.
Letter from Harold Fitzwater regarding financial concerns.
Mr. Fitzwater referred to the 1995 budget for Water Quality which reflects no anticipated revenue from
Totten/Little Skookum for 1995.
The Board commented they will need to do some research to respond to the questions raised.
-- Cmmr.Hunter questioned if Mr.Banner will ask for a budget extension at the Commissioners meeting to cover
the balance of the year.

None
SURVEY STATUS REPORT
Mark Tompkins,Program Manager, reported on the survey status. He noted it is the same chart as for Lower
Hood Canal planned vs. actual. In November the staff completed 31 inspections and 55 dye tests were initiated
and will be carried over into December. They are ahead of schedule. Five failures were identified in November
and three repairs were completed.
Cmmr.Faughender reflected on the Lower Hood Canal report which notes 39 inspections were completed and
there is twice the staff in Totten/Little Skookum. He questioned about the progress.
Mr.Tompkins responded the initiated dye test is 91 and 55. Lower Hood Canal didn't initiate as many dye tests
to begin with. They have new partners which are working out schedules and becoming more efficient.
Cmmr. Porter questioned if the failures were found with visual surveys.
Mr. Tompkins responded they were found by dye tests. They have done dye testing
CONSERVATION DISTRICT
Mike Madsen stated the District is working under ten additional grants besides Totten/Little Skookum. The
last month their efforts have been towards the other grants. They have successfully obtained a farm plan signed
which brings their total to 18 completed and the total best management practices is 115. They are in the midst

of designing and having engineering done for a substantial waste storage structure which has taken a considerable
amount of time.
EMERGENCY APPROPRIATION -TOTTEN/LITTLE_SKOOKUM CLEAN WATER DISTRICT
Cmmr.Hunter/Faughender moved and seconded to recommend the Commissioners schedule a public hearing
to consider a budget extension for the Totten/Little Skookum Clean Water District on December 30, 1994.
Motion carried unanimously. F-aye; H-aye. P-aye.
