Hunter, Commissioner Mary Jo Cady, Chairperson The meeting was called to order at 2:00 p.m. by Chairperson Mary Jo Cady. APPROVAL OF MINUTES Cmmr. Faughender/Hunter moved and seconded to approve the September 16, 1996 as circulated. Motion carried. F-aye; H-aye; C-abstained. STAFF REPORT Mark Tompkins, Program Manager,reported they completed their surveys back in June 1995 so none of the survey numbers have changed. Repairs completed to date - 85 There are ten which had been posted for non-occupancy and there was a question if there is something which can be done to sign them off. In talking with the Mike Clift, Prosecutor's office,he is continuing to look into it. ' There are still two outstanding systems which need repairs. One has a contractor selected to place a curtain drain but it is too wet for the installation. Assessment Information 1993 - 99% collected funds -- $407.00 outstanding 1994 - 97% collected funds -- $1,183.90 outstanding FINANCIAL REPORT Mr. Tompkins noted there isn't a lot of activity to report on. The first report is revenue report. The third column is TLS shows revenue received in Water Quality Fund. The grant money coming in is from the CD$2,697.21. The interfund charge for services was$36.40 for work done by water quality staff. The next sheet is revenue for Totten Little Skookum Clean Water District in October$590.00. Interest earned$115.30. The next sheet is expenditures. The only charge for services in October 1996 were special services(CD). There were no salaries and wages or operating supplies. The next page is$36.40 which was shown as revenue in the Water Quality budget. The amount of outstanding funds as of October 1996 is $8,726.93 The Board asked if there are any funds earmarked for.anything at this time. Brad Banner, Health Services Director, responded no funds have been earmarked at this time. ADVISORY BOARD CHAIR Warren Dawes,Totten-Little Skookum Clean Water District Advisory Board Chair,reported they have delayed the final newsletter so it could be accompanied by an overview of the operation and maintenance program. However, he has since dropped the idea of putting the newsletter out and is working on getting the operation and maintenance ready. TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT DECEMBER 16, 1996 - PAGE 2 The personnel changes have caused a lot of turmoil. He asked if there is something which the Board would like the advisory board to act on to advise them since their appointments have lapsed they are meeting just as necessary. The Board commented there is still the issue of the remainder of the funds after completion of the program. There has been a Prosecutor's opinion that the funds can be used for related projects within the district, such as operation and maintenance program. Mr. Dawes questioned if there are funds for the transitional phase with the change in staff at the Health Services Department. The County will need to determine the expenditure of clean water district funds remaining if the advisory committee wants to discuss priority of expenditures. The County is interested in determining what would occur in the operation and maintenance program in each clean water district. Mr. Dawes asked if there are funds which could be used to assist in transferring records from Mr. Clifford's programs to alleviate any confusion. The Board stated there could be expenditure of funds from both clean water district in unemployment due to staff being laid off. CONSERVATION DISTRICT REPORT Jeanene Campbell, Mason Conservation District, gave an overview of farm plans completed to date. Farm plans completed 29;best management practices designed 286;best management plans implemented 157(55% complete). PUBLIC COMMENTS Harold Fitzwater acknowledged a letter from the State Auditor two weeks ago in response to his inquiries;however he still had questions. He has had ongoing contact with the State Auditor in Port Orchard. Mr. Fitzwater expressed interest that the Prosecutor is researching how the balance of the fund can be spend. He noted there is a possibility of legal action on the expenditure of funds to the Conservation District to match their grant. He stressed the clean water district funds should being used for what the district was formed.
