The meeting was called to order at 2:05 p.m. by Chairperson Laura E. Porter. Cmmr. Hunter had an excused
absent.

APPROVAL OF MINUTES
Cmmr. Faughender/Porter moved and seconded to approve the minutes of September 19 and October 17 as
circulated. Motion carried unanimously. F-aye; H-absent; P-aye.
CORRESPONDENCE
Janice Fredson submitted a letter expressing concerns about the failing septic systems.
COUNTY COMMISSIONER ACTION CONCURRENCE
None
SURVEY REPORT
Mark Tompkins, Program Manager; presented the report on Planned and Actual Surveys for Totten/Little
Skookum Clean Water District. As of October 1994 they were at 718 completed inspections. They have begun
dye testing November 1, 1994. There were 102 inspections completed in October. Three were identified failures.
' Eight repairs were completed. Cumulative total of failures to date is 52 identified and 31 corrected.
Cmmr. Faughender questioned if they are in the second year of Totten/Little Skookum survey.
Chairperson Porter asked if the newsletter was sent to taxpayers or title owners.
Mr. Tompkins noted the Assessor's records list a title owner and taxpayer. The newsletter was sent to title
owners. If the mortgage company is listed as the taxpayer then Water Quality uses the address of the title owner
so the bill and correspondence go directly to the person who is ultimately paying the taxes.
Chairperson Porter interjected in her household they received the bill but not the newsletter.
Harry Martin complimented the staff on the newsletter.
FARM PLAN
Chairperson Porter questioned if there is an update on the farm plan work.
Mike Madson, Conservation District, reported there are 17 farm plans completed to date. They were able to
accomplish some implementation and build 3,000 feet of riparian fencing. Also they did some roof run-off
management by putting in a drainage system. There are five cooperators currently.
