The meeting was called to order at 1:35 p.m.by Chairperson William O.Hunter.
APPROVAL OF MINUTES
Cmmr.Porter/Faughender moved and seconded to approve the October 18,1993 minutes as amended. Motion
carried unanimously. F-aye;H-aye; H-aye.
STATUS REPORT
Wayne Clifford presented the status report.
APPLICATION RECEIVED
The Board recognized an application received from Dennis Shoemacker. Mr. Clifford noted that Mr:
Shoemacker attended the last meeting.
BUDGET
Lower Hood Canal Clean Water District Advisory Committee (LHCWDAC)has been focusing on the budget.
` Mr. Clifford presented the agenda for the next meeting on 11-15-93 at 7:00 p.m. They are also inventorying
the Current Expense investments to the Lower Hood Canal over the last few years.
PSWQA ACTION GRANT
Mr. Clifford presented an,update on the Puget Sound Water Quality Authority (PSWQA) Action grant. We
have received verbal notice of partial funding. We applied for$150,000 of state money. They will probably fund
$50,000 to$70,000. PSWQA requested that a county representative attend the next PSWQA meeting Wednesday,
November 17.
Cmmr. Porter/Faughender moved and seconded to send Wayne Clifford a Mason County's representative.
Motion carried unanimously. F-aye; H-aye; P-aye.
INFORMATION PACKETS
In the Lower Hood Canal Watershed,the staff has delivered information packets to 467 homes since September
20. The total of those returned is 148. Staff have completed 72 Phase One inspections. Total failures to date
are seven including the North and South Shore. Dye tests will begin once the rain becomes more consistent.
ADVISORY COMMITTEE UPDATES
Harry Martin reported that Norton Young has agreed to recruit a representative for the Dewatto area.
Mr.Martin further reported that Bill Gates will only be able to attend some of the meetings. The Committee
voted not to accept his resignation,but to have him continue as a consulting advisor.
NOTIFICATION PROCESS
Cmmr. Faughender raised a discussion topic. He indicated that he had not seen an issue better or more fully
communicated than the Totten/Little Skookum Clean Water District (TLSCWD) formation and fees; yet we
have received hundreds of phone calls. The question of how to reach everyone and have them understand the

District's formation,purpose, etc. is an issue to be considered.
Mr. Clifford shared that we used bulk mail to notify TISCWD residents because we didn't have the computer
capability to pull the.eventual billing list. We missed people with post office boxes and those people who own
property but live elsewhere. The new software will allow us to mail directly to everyone who will receive a bill.
This technical capability should improve our communications. Mr. Clifford added that because we used bulk
mail, some people chose not to open the envelope because they thought it was junk mail.
Mr.Martin recommended an article in the Bremerton Sun and the Belfair Herald about the LHCCWD.
