Porter, Commissioner lone Siegler, Director of Administrative Services Wayne Clifford,Water Quality Coordinator Helen Syferlich,Water Quality Technician Floyd Brown, TLSCWD Advisory Committee Chair Dick Conant, TLSCWD Advisory Committee Co-Chair Frank Bishop, TLSCWD Advisory Committee Jerry Hauth, Director of Public Works The Totten Little Skookum Clean Water District was called to order at 1:30PM by Board of Commissioners Chairperson Bill Hunter. ELECTION OF CHAIRPERSON It was moved and seconded by Commissioners Faughender/Hunter that Commissioner Porter be elected Chairperson of the Totten Little Skookum Clean Water District.The motion passed unanimously. SETTING MONTHLY MEETING TIME Ione Siegler read into the record Resolution No.93-1,which established the monthly meeting of the Totten Little Skookum Clean Water District on the first Monday of each month at 1:30PM in the Mason County Commissioners Chambers, 411 N Fifth St., Shelton,WA. It was moved and seconded by Commissioners Hunter/Faughender that Resolution No. 93-1 be approved as read.The motion carried unanimously.Commissioner Hunter asked that the Resolution be amended to reflect Commissioner Porter as'Chairperson. Ms. Siegler agreed to do so. BUDGET ADOPTION Ms. Siegler read into the record the Notice of Hearing, which set a Public Hearing for November 1, 1993 at 1:35PM to consider the adoption of the 1993 Budget for the Totten Little Skookum Clean Water District. The Notice will be published twice in the Shelton Journal Newspaper. It was moved and seconded by Commissioners Faughender/Hunter that the Notice of Hearing be approved as read.The motion passed unanimously. ESTABLISHING BOARD CLERK It was moved and seconded by Commissioners Faughender/Hunter that Betty Wing, GHCF Supervisor, be named as Clerk of the Board for the District.Commissioner Porter noted that Ms.Wing can delegate anyone she may choose from her staff to fill this position. After discussion, it was decided to amend the motion to note the position of the GHCF Supervisor rather than her name,should their be any position changes in the future. The motion was amended and seconded by Commissioners Hunter/Faughender that the GHCF Supervisor be named Clerk of the Board for the District.The motion passed unanimously. ESTABLISHING FEES Ms.Siegler read into the record the Resolution which established the fees for the Totten Little Skookum Clean Water District. It noted that RCW 90-72.030 authorized the County to establish a Shellfish Protection District and the Totten Little Skookum Clean Water District.The Shellfish Protection District was formed on January t 5, 1993.RCW 90-72.070 authorized the establishment of fees to finance a protection program for Totten Little Skookum. Clean Water District. The TLSCWD Citizen Advisory Committee endorsed and recommended'an r e TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT OCTOBER 4, 1993 - PAGE 2 annual fee of$45.00 per household to finance the protection program.A household is defined as each parcel of property with a septic system on it. It was noted that this Resolution still needed to be typed. It was moved and seconded by Commissioners Hunter/Faughender that the Resolution be adopted as read. Chairperson Porter noted that a Public Hearing had been held before the Board of Commissioners and a Recommendation had been made by the TLSCWD Citizen Advisory Committee regarding the fee. Resolution No.93-2 Dick Conant, TLSCWD Advisory Committee Co-Chair,noted that their original recommendation had a 3 year time limit. Chairperson Porter stated that when the fee was passed there had been discussion by the Board as for the need to discuss the fees more in depth for the next 2 years,with another recommendation after that time. Therefore the fee was set for 1993 as a 1 year rate. Chairperson Porter asked for clarification of household. In earlier discussions it had been defined as a parcel of property with a septic system on it. She asked how a parcel with two houses and two septic systems on it would be defined.She thought the intent of the original definition would define it as two households,but the way the Resolution read it appeared to be one. Frank Bishop, thought the original intent of the committee was for each house with a septic system to be considered as a household. It was moved and seconded by Commissioners Faughender/Hunter that Resolution be amended to change the definition from parcel of property with a septic system on it to a structure with a septic system associated with it. The motion to pass the amendment passed unanimously. The motion to pass the Resolution with the amended language passed unanimously. OTHER BUSINESS Chairperson Porter spoke regarding'the formal acknowledgement of the TLSCWD Advisory Committee's role in the structuring the of Totten Little Skookum Clean Water District.The Board acknowledged the importance of the TLSCWD Advisory Committee and it's assistance in drafting policy and guidance for the District. Mr. Bishop noted that the next TLSCWD Advisory Committee meeting was set for October 14, 1993. Commissioner Hunter noted that the TLSCWD Advisory Committee should develop some by-laws and length of terms of office. Chairperson.Porter noted that a Resolution should be adopted which would acknowledge the importance and role of the TLSCWD Advisory Committee and the functions it can provide.The appointments to the Committee should also be ratified by the Board of County Commissioners to clarify their choice of the individuals involved. She noted that all of the actions have been taken by the Commissioners prior to this date. Helen Syferlich volunteered to draft a Resolution regarding the TLSCWD Advisory Committee. Commissioners Faughender/Hunter moved and seconded that a Resolution be signed,once drafted,that would authorize and establish the TLSCWD Clean Water Advisory Committee with a clear statement of it's importance in advising the District of'issues that come before it.The Resolution should also acknowledge the appointments to the Committee and their terms. The motion passed unanimously. Mr. Bishop congratulated.the hiring of Allan Borden as a full time Watershed Planner. TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT OCTOBER 4, 1993 - PAGE 3 Wayne Clifford spoke of the matter of Ordinance verses Resolution, in establishing the TLSCWD.He asked if the Board wished to take action to authorize themselves to sign the Ordinance replacing the Resolution.After discussion, it was determined that the Board of County Commissioners would have to consider this matter. ADJOURNMENT It was moved and seconded by Commissioners Faughender/Hunter that the first meeting of the Totten Little Skookum Clean Water District be adjourned.The motion passed unanimously and the meeting adjourned at 1:54PM.
