The meeting was called to order at 2:00 p.m. by Acting Chairperson M.L. Faughender. Cmmr. Cady was on an
excused absence.
APPROVAL OF MINUTES
Cmmr.Hunter/Faughender moved and seconded to approve the June 17, 1996 minutes as circulated. Motion
carried unanimously. C-absent; F-aye; H-aye.
CONCURRENCE WITH COUNTY COMMISSION ACTION
9/10/96 - Adoption of the Clean Water District Policies& Procedures
Hunter/Faughender moved and seconded to concur with adoption of policies and procedures on September
10, 1996. Motion carried unanimously. C-absent; F-aye; H-aye.
STAFF REPORT
Mark Tompkins reported on the survey information to date.

FINANCIAL REPORT
It was noted the July financial report was available as the financial clerk was busy with the State Auditors on all the
Health Department programs.
The 1993 - 1994 assessment information was presented. 1993 Outstanding Assessments - $542.43. They have
collected 99% of the corrected assessment. 1994 Outstanding Assessments- $1,938.90. They have collected 95%
of the corrected assessment.
The Board was informed the 1994 outstanding assessments are being turned over to the Treasurer at the end of
September.
ADVISORY COMMITTEE UPDATE
Warren Dawes,Totten/Little Skookum,Clean Water District Advisory Board Chair,reported the advisory board has
not met during the summer. He spoke with Wayne Clifford about polling the committee to take up the issue of a
final newsletter. The operation and maintenance program should be discussed also.
They discussed the fact there are only two active members on the advisory board;Nomi Dornblaser and Dick Reller,
but it would not be reasonable to make new appointments.
Mr. Dawes asked that whatever action is taken on the watershed action plans for Lower Hood Canal that it be
consistent within the County and the watershed action plan for Totten-Little Skookum. He asked that the Board
review the concurrence letter written to the watershed action plan for Totten-Little Skookum as it relates to the
forming of the clean water district. He again stressed the Totten-Little Skookum Clean Water District would like
to be treated equally with Lower Hood Canal Clean Water District.

MASON CONSERVATION DISTRICT
Jeanene Campbell, Mason Conservation District, reported she is assuming work within the Totten-Little Skookum
Clean Water District.
To date there are 28 signed farm plans; and they are actively working with three others. They have designed 193
best management practices(bmp's) and implemented 87 of the bmps. They are following up on original people
contacted for the project to get a status report. They continue to receive phone calls or referrals to participate in the
programs. She estimated the project ends in March of 1997.
PUBLIC COMMENTS
Harold Fitzwater,former property owner and former advisory board member,stated he still has financial interest in
what has been collected and disbursed. He shared three questions which have remained unanswered; 1) S t a t e
Auditor; 2) Water Quality May/June Financial Report; 3) Bid Call/Responses to Bid for Wire by Conservation
District.
He also noted at the time the Board signed the extension report for the grant. He understood there would be no
further charges to the Totten-Little Skookum Clean Water District. He referred to a financial report indicating there
were charges made.
Cmmr.Hunter asked to see the motion which was made on the grant referred to. He understood there could be some
ongoing repairs/work charged to the District.
The Board directed Health Services Director to provide the May/June charges and financial information to Mr.
Fitzwater.
The Conservation District was asked to provide bidding information for the wire project. Jeanene Campbell stated
she would follow up.
Guy Parsons stated he would like to see a feasibility of accomplishing watershed action plans within the two
watersheds in the County. Currently, the federal government is considering using watershed councils to determine
management decisions within the watersheds.
