The meeting was called to order at 2:00 p.m. by Chairperson Mary Jo Cady.
APPROVAL OF MINUTES
Cmmr. Faughender/Hunter moved and seconded to approve the 7/17/95 minutes as submitted. C-abstained;
F-aye; H-aye.

CONCURRENCE WITH COUNTY COMMISSION ACTION
None
SURVEY STATUS REPORT
Wayne Clifford, Technical.Administrator, stated the survey status report is off the data base as of 8/21/95.
Completed Inspections - 1175
20% Failure Rate- Marine waterfront homes inspected
16 - 17% Failure Rate- All Waterfront homes
1% Failure Rate - Upland Homes
Total combined failure rate for watershed- 8.1%
It was noted approximately 100 owners have denied access to their property.
Chairperson Cady asked how many of the 100 owners have not paid.
Mr. Clifford stated there isn't a clear correlation of those who deny access and those who have paid.
CONSERVATION DISTRICT STATUS REPORT
Jim Barnes,Mason County Conservation District,stated they are on hold right now. They were instructed on August
9 to cease farm planning and implementation in Totten/Little Skookum Clean Water District. He submitted a list
of the remaining Best Management Plans(BMP)which are scheduled for implementation in the District. There are
seven additional land owners who requested farm planning.
The Board noted they will meet with the Health Services Department before getting back to the Conservation
District.
ADVISORY BOARD REPORT
Warren Dawes,Chairman of the Totten/Little Skookum Clean Water District Advisory Board,noted their committee
has not met since June. They had agreed they would not meet until they have a budget they can deal with. They
are looking at having a meeting on August 30 to discuss the budget position. He expressed regret the Conservation
District has stopped its work.

He spoke with the Lower Hood Canal Clean Water District Advisory Board about administrative search warrants
and intends to talk with the Totten/Little Skookum Clean Water District Advisory Board at the next meeting.
PUBLIC COMMENTS
Harold Fitzwater noted they are tentatively at the end of their program. He again requested information to find out
how many people have been billed in the Clean Water District. He noted he couldn't afford a copy of the printout.
There appears to be a discrepancy in figures of the amounts unpaid. It is still unclear what the accounts receivable
are. He questioned about a voucher to EPA.

The meeting adjourned at 2:30 p.m. due to no further business.
