TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT

The meeting.was called to order at 2:11 p.m. by Acting Chairperson M.L. Faughender.
APPROVAL OF MINUTES
Cmmr. Hunter/Faughender moved and seconded to approve the meeting minutes dated May
5, 1995 as circulated. Motion carried unanimously. C-absent; F-aye; H-aye.

CONCURRENCE WITH COUNTY COMMISSION ACTIONS
5/30/95 - Totten/Little Skookum Cost Share Program - Board authorized Conservation
District to use the County Treasury to pass through money for BMP implementation on the
Charles 8T Joyce Johnson.project.
Cmmr.Hunter/Faughender moved and seconded to concur with County Commissioner action
on May 30, 1995 action on the Conservation District project. Motion carried unanimously.

Mr. Tompkins presented a pie graph indicating the different types of failing septic systems
and also a graph indicating the age of the systems which are failing.
Cmmr. Faughender asked that the record show 12.4% of failing systems in Totten Little
Skookum were built,after 1990; pressure distribution and mounds accounted for 11.4% of
the failures.
FINANCIAL REPORT
Mr. Tompkins distributed copies of the expense and revenue report for Totten/Little
Skookum Clean Water District. May expenses totaled $11,813.43 and the cumulative

expenses through May totaled $21,233.01. The revenue for May reflected a grant totaling
$9,179.98. An interfund charge for services incurred was $11,813.43. Assessments
received in May was $924.65 and year to date is $15,129.10.
Cmmr. Faughender asked what the remaining balance is in the fund.
Mr. Tompkins noted $45,428.31 is the remaining budget which reflects an additional
assessment which has not taken place.
Harold Fitzwater interjected that according to the Treasurer's report for the end of June the
balance is $8,724.50.
Mr. Tompkins asked if this has May expenses out of it or not.
Mr. Fitzwater was not sure.
It was noted there is:still outstanding revenue for 1994 and 1995.
ADVISORY COMMITTEE REPORT
Warren Dawes commented the staff brought a question from a resident in the Arcadia Point
area whether he was included in the district or not. He maintained he should not be included
in the Totten/Little Skookum Clean Water District. The staff brought maps showing the area
in question and the committee noted the persons property was surrounded by people who
had been participating in the clean water district. Staff believed the line was reasonable and
it was not necessary to change it. The Advisory Board passed a motion they were not in
agreement with the person's claim that he should not be in the district.
Also-they discussed the budget and determined to delay the July meeting until the staff can
get budget figures together. They will call a meeting around the end of July or the first of
August.
CONSERVATION DISTRICT REPORT
Jim Barnes, Mason County Conservation District, noted they have 24 completed farm plans
in Totten/Little Skookum Clean Water District. They are working with three additional
people. They have 153 design BMP's of which 38 have been implemented. A lot of their
time is spent on implementation.
Cmmr. Faughender.asked how long it will take to complete the implementation.
Mr. Barnes estimated it would take till the end of the year. He added they have had three
landowners contact the Conservation District outside of the water quality referral letter.

PUBLIC COMMENTS
Harold Fitzwater commented sometimes there is confusion about implementation.
He again asked if he could receive the report amounts billed/amounts paid.
He questioned a couple charges made to the Clean Water District which should have been
billed to EPA for the grant. He also was concerned about vouchers submitted to the Clean
Water District for the matching funds for the Conservation District in the amount of$9,000
+. It appears Conservation District billed Water Quality for a matching fund payment which
is not a clean water district fee.
