The meeting was called to order at 2:00 p.m. by Chairperson Mary Jo Cady.
APPROVAL OF MINUTES
Cmmr. Faughender/Hunter moved and seconded to approve the December 18, 1995 and March 18, 1996
minutes as corrected. Motion carried unanimously. C-aye; F-aye; H-aye.
CONCURRENCE WITH COUNTY COMMISSION ACTIONS
3/26/96 - Board extended Shellfish Initiative Grant to March 31, 1997, per request of Conservation District.
4/16/96 - Board approved amendment to Nile/Stewart agreement for Totten/Little Skookum Cost Share project.
Cmmr.Hunter/Faughendermoved and seconded to concur with the action of Commissioners. Motion carried
unanimously. C-aye; F-aye; H-aye.
STAFF REPORT
Mark Tompkins reported that 82 repairs have been completed of the 97 failures;there are still 15 systems which have
not been repaired. Of the fifteen needing repair,eleven owners have been posted for non-occupancy;two are waiting
to be installed; and two additional systems are in the process of repairs.
There is a system which is a repair of a repair which is being worked on. There was a lot of ground water in the
area so a curtain drain was installed and water was breaking out of the ground in a different area.
FINANCIAL REPORT - APRIL
A financial report was given for the month of April noting revenues and expenses.
ADVISORY BOARD
Warren Dawes,Chair of Totten/Little Skookum Clean Water District Advisory Board,expressed an interest in having
a final newsletter sent out with the positive results. Also, he hoped to include in the newsletter the next step of an
operation and maintenance program to keep their septic systems operating properly.
There is anticipation of left over funds in the district and he asked that consideration be given to fund training for
operation and maintenance. An example would be an on-site clinic which could allow owners to view the inspection
and learn what to look for. All the existing gravity systems will be inspected by the owners. Funds could be used
to offset the expenses for a certified maintenance person to conduct the seminar.
The Board questioned how the membership is for the advisory board.
Mr. Dawes responded the advisory board has not meet since last August. A meeting could be called to review the
proposed newsletter before it is distributed.
Chairperson Cady noted the original fee was collected for inspections. It is not clear if the funds could be spent on
the operation and maintenance program.
It was noted the advisory board's comments are valuable and the Board Members appreciate the input.

The Board asked Mr. Dawes if the advisory board members are willing to continue serving as their terms are
probably expiring.
CONSERVATION REPORT
Jim Barnes,Mason Conservation District, reported there are 29 completed farm plans completed. Two additional
farm plans are in progress. There are 172 designed best management plans; 90 have been implemented. This
summer there are two bank stabilization projects for Little Skookum Creek.
PUBLIC COMMENTS
Harold Fitzwater informed the Board he still owns his house at Fawn Lake within the Clean Water District.
In response to a comment earlier,it appears there are only two advisory board members whose terms have not run
out.
When looking back at the original grant,he determined the Totten/Little Skookum Clean Water District was formed
to provide matching money for the grant. The grant states, the effective time will be three years from date of
signature on May 17, 1993. If there are no extensions it would have expired on May 17, 1996. He noted there is
some discrepancy in reporting of the effective dates of the grant.
Mr.Fitzwater asked if bids were called for building,construction and the wire for the fencing project in Totten/Little
Skookum Clean Water District.
Mr. Barnes replied, the money was paid 75% by Department of Ecology and 25% by the land owner. Mason
Conservation District has a list of vendors consisting of local contractors,farm stores, etc.which they use. Bids are
sent out to those on the list and the vendor with the lowest price is awarded the project. Some of the projects have
been utilizing a watershed restoration crew and they bid out the materials.
Mr. Fitzwater requested a financial report with figures through the end of May. Previously,he has received reports
with some lines having differing reporting dates.
Mr. Fitzwater stated he is still waiting for a response from the State Auditor.
Chairperson Cady noted the County has paid the State Auditor and there should have been a response.
RESIGNATION
Harold Fitzwater submitted his resignation for the advisory board.
