Porter, Chairperson Wayne Clifford,Water Quality Coordinator Brad Banner, Health Services Director Bill McGee,Advisory Board Member Harold Fitzwater, Advisory Board Member The meeting was called to order at 1:33 p.m. by Chairperson Laura E. Porter. APPROVAL OF MINUTES Cmmr.Faughender/Hunter moved and seconded to approve the minutes of May 2,1994 as corrected. Motion carried unanimously. F-aye; H-aye; P-aye. CORRESPONDENCE None Listed SURVEY REPORT Wayne Clifford, Water Quality Program Manager, gave the monthly survey report for May. Dye Tests Completed - 25 New Informational Packets Delivered - 0 Failed System Owner Visit - 1 Repair Permits Approved for Installation - 2 Installed Systems - 2 Final Inspections - 2 Completed Repairs - 2 Mr. Clifford commented that he didn't have the cumulative totals at this time. Also the number of FTE's will be available after the information from the timesheets is in the database and they can do a time report. Chairperson Porter questioned if having the meeting on the first week of the month is affecting the reports. 'Mr. Clifford responded it does affect the reporting capability when they are getting information off the database the previous week. Cmmr. Hunter asked if the information is not available or if they just haven't had time to make up the report. Cmmr. Faughender/Hunter moved and seconded to change the Totten/Little Skookum Clean Water District meeting to the.third Monday of the month at 2:00 p.m. Motion carried unanimously. F-aye; H-aye; P-aye. The next scheduled meeting would be June 20, 1994. PUBLIC COMMENT Harold Fitzwater,Alternate Advisory Board Member, discussed some of the items in the Water Quality budget and a concern for proper accounting within the Clean Water District Fund, per the County Auditor's audit report. TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT f JUNE 6, 1994 - PAGE 2 He referred to two items which were deposited in Water Quality Fund. He concluded if the audit recommendations are implemented, it could simplify the accounting making a proper audit trail. Brad Banner, Health Services Director, explained they are working on resolving the matter of the $18,000 and he hopes to have a report for the next meeting. He expressed appreciation for the comments received as it makes for a better program. Bill McGee,Advisory Board Member, questioned when the Board would be making the decision on the fee. Chairperson Porter responded there hasn't been a recommendation from the Advisory Board. She questioned if they have voted on one. Mr.McGee commented they were going to decide last Wednesday night,but they didn't have correct figures on the budget. Mr. Fitzwater had a budget proposal he was working on which doesn't correspond with the Water Quality budget. Chairperson Porter stated the budget year for the District is July 1 and she hoped billing would start around that time if possible. Most importantly is an accurate budget, that the fees are as small as they possibly can be to get the work done, and the advisory committee is satisfied they have had a full review. Mr. Banner asked for the Board's clarification of policy and priorities regarding financial matters. He asked if they should spend the time it takes to decipher where Mr.Fitzwater's figures come from or go ahead with their numbers. He concluded if they are called into question they would provide the committee with the information, as far as the background and basis is. The Board concurred that they should move forward with their figures. The Board added that the Clean Water District has to live within the combination of the grant fees and donations arrived at. Mr.McGee commented they should have spent the total grant funds and have the project completed at the end of three years. Cmmr. Porter concurred and added unless it is voted upon that they have a reserve at the end of three years or if there is a decision other than ending up with even at the close. That is an ongoing decision. Mr. Fitzwater questioned the legality of having a reserve for future projects at the end of the three year period. The Board thanked him for this comment and that they could check into this before the end of the three years. Mrs. McGee asked for copies of the minutes of the Clean Water District and also copies of the minutes of the public hearings establishing the fee.
